Health Minister approves two new step-down care providers

The Minister for Health has approved two organisations as step-down care providers under the Medical and Elderly Care Endowment Schemes Act 2000, allowing them to deliver personal care at home to patients discharged from hospital. The approvals, published in the Republic of Singapore Government Gazette on 3 September 2026, take effect from 1 September 2026 and are subject to the conditions set out in each letter of approval.

The two notices were issued under section 23(5)(a) and (7) of the Act, which empowers the Minister to approve providers for specified types of step-down care. Both approvals cover personal care in the form of assistance with activities of daily living at home following hospital discharge, for persons suffering or recovering from any sickness, disability, or injury.

The approved providers

• Sunlove Abode for Intellectually-Infirmed Ltd — approved under Gazette No. 5134 to provide care at Sunlove Home, BLK 70, Buangkok View, Singapore 534190.
• Ang Mo Kio – Thye Hua Kwan Hospital Ltd — approved under Gazette No. 5133 to provide care at BLK 17, Ang Mo Kio Avenue 9, Singapore 569766.

Scope of the approvals

Each approval is limited to the type of step-down care specified in the notice and to the premises named in the third column of the notification. The care covered is home-based personal care — assistance with activities of daily living — for patients who are suffering or recovering from sickness, disability, or injury after a hospital stay.

The approvals are granted subject to the conditions contained in the letter of approval issued to each organisation, and both notices carry the reference MH 40:01/15 Vol. 8; AG/LEGIS/SL/173A/2015/4 Vol. 1.

What this means for patients

The two new approvals expand the network of providers able to support patients transitioning from hospital to home, easing the burden on families caring for relatives who need help with daily living tasks while recovering. By widening the pool of approved step-down care providers, the Ministry of Health gives patients and caregivers more choice of home-based personal care services after discharge.
