Increase in PROMAZ contributions for soil remediation at gas stations

A ministerial decree of September 2, 2026 approves the increase of the mandatory contribution to the non-profit organization PROMAZ, raised from €0.002 to €0.01 per litre of gas oil intended for heating applications placed on the market. The measure, signed by the Minister of Economy and the Minister of Energy, enters into force on October 1, 2026 and is published in the Belgian Official Gazette of September 7, 2026 (p. 49114), under reference C-2026/006503.

A contribution serving soil remediation

The contribution falls under the Cooperation Agreement of July 25, 2018 concluded between the Federal State, the Flemish Region, the Walloon Region, and the Brussels-Capital Region, relating to the execution and financing of the soil remediation of filling stations and gas oil tanks for heating purposes. The agreement, approved by the law of April 28, 2019, entrusts PROMAZ with the mission of financing these remediation operations.

The non-profit organization PROMAZ (company number 0726.647.586) was recognized on November 25, 2021 by the Interregional Soil Remediation Commission for a period of twenty years, until 2042.

A request based on financing needs

The request for an increase was submitted by PROMAZ on February 4, 2026, in accordance with Article 15, § 3, of the cooperation agreement. It received a positive opinion from the Interregional Soil Remediation Commission on February 13, 2026, followed by the opinion of the Finance Inspector on August 21, 2026.

According to the decree, the request and the attached financial analyses demonstrate that the increase to €0.01 is necessary for the fulfillment of the association’s mission as well as for the coverage of its operating costs until the end of its recognition in 2042.

Application modalities

The contribution of €0.01 per litre of gas oil intended for heating applications placed on the market applies from October 1, 2026. The decree, signed in Brussels on September 2, 2026, contains only a single article approving the association’s request.

Scope of the decision

This increase, which quintuples the amount of the contribution, aims to guarantee the sustainable financing of the soil remediation of filling stations and heating gas oil tanks in Belgium. It will be reflected in the price of heating gas oil for consumers, while ensuring the sustainability of the decontamination operations entrusted to PROMAZ until 2042.
