Haro definitively approves the reduction of the urban property tax

The Haro City Council has definitively approved the modification of Fiscal Ordinance number 1.1 regulating the Property Tax (IBI), which reduces the tax rate applied to urban properties by 4.76%, setting it at 0.60%. The agreement is published in the Official Gazette of La Rioja number 179, dated September 17, 2026, with reference BOR-A-20260917-III–3567 and file number 202609150124509, and will come into effect on January 1, 2027.
Definitive approval following the public exhibition process
The text notes that the provisional modification agreement received no claims during the thirty-business-day public exhibition period, arranged via an announcement published in the Official Gazette of La Rioja number 145, dated July 31, 2026. Consequently, and in accordance with article 17.3 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, the agreement is definitively adopted.
The proposal stemmed from the desire to reduce the tax burden borne by taxpayers and was reported by the Municipal Information Commission for Economic Promotion, Industry, Tourism, and Budgets in its session on November 24, 2025. The file incorporates reports from the Legal Counsel for Fiscal Affairs, the Acting Secretary (note of conformity), and the Comptroller. The Plenary approved the modification unanimously.
Urban rate drops to 0.60%
The annex of the agreement modifies article 11.2.a) of the ordinance, which now sets the tax rate applicable to urban properties at 0.60%. The modification is supported by article 72 of Royal Legislative Decree 2/2004, of March 5, and articles 16 and 17 of the same legal text, in relation to article 56 of Royal Legislative Decree 781/86, of April 18, and article 49 of Law 7/85, of April 2.
The new wording of the final provision specifies that the ordinance, whose definitive wording was approved by the Plenary in the session of January 28, 2026, will enter into force on the day of its publication in the Official Gazette of La Rioja and will remain in effect until its express modification or repeal.
Validity from January 1, 2027, and appeal process
The agreement establishes the following points:
- Entry into force: the day of the publication of the definitive agreement and the full text of the ordinance in the Official Gazette of La Rioja.
- Effective application: starting January 1, 2027.
- Publicity: insertion in the Official Gazette of La Rioja and in one of the most widely circulated newspapers in the province, in addition to being made available on the municipal Electronic Office.
- Powers: the Mayor is authorized to issue the resolutions necessary for the execution of the agreement.
Against the agreement and the ordinance, interested parties may file a contentious-administrative appeal before the corresponding Chamber of the High Court of Justice of La Rioja within two months starting from the day following publication, in accordance with Article 19 of Royal Legislative Decree 2/2004 and Articles 52.1 and 113 of Law 7/85. The document was signed in Haro on September 15, 2026, by the Mayor-President, Guadalupe Fernández Prado.
The reduction affects all owners of urban properties in the town, who will see the applicable rate on their bills reduced starting from the 2027 fiscal year. This is a tax relief measure adopted unanimously and without claims during the public information process, which reinforces its political support and its immediate application in the next fiscal year.
