Treasury regulates the integration of private actors into SICEX

The Ministry of Finance approved the Procedure for the Request for Integration of Private Actors into the Integrated Foreign Trade System (SICEX), through exempt resolution No. 522, dated August 3, 2026, published in the Official Gazette of the Republic of Chile No. 44,527, on Tuesday, August 18, 2026. The regulation, signed by the Acting Undersecretary of Finance, Tomás Bunster Bustamante, regulates how private sector legal entities request to connect their software systems with the digital foreign trade platform.

SICEX is a digital platform created by supreme decree No. 1,049 of 2010, from the Ministry of Finance, which advises the President of the Republic on the design of an integrated foreign trade system. Its users—importers, exporters, and their customs brokers—access information and perform foreign trade operations before the National Customs Service and other agencies within the ecosystem, with the aim of reducing times and costs for exports and imports.

A six-stage procedure

The integration request is processed through a six-stage process, designed to ensure equal treatment, transparency, traceability, and information security:

• Submission of the request via the Lobby Law: the interested party enters the portal leylobby.gob.cl/solicitud/audiencia and designates the Director of SICEX of the Ministry of Finance as the recipient, in accordance with Law No. 20,730.
• Feasibility evaluation: SICEX analyzes the legal, functional, and technical relevance of the integration.
• Signing of a collaboration agreement or acceptance of general integration conditions.
• Delivery of the integration kit: technical specifications, credentials, and testing environments.
• Planning meeting: milestones, responsible parties, deadlines, and risks are coordinated.
• Implementation and monitoring: technical tests and monitoring before moving to production.

Scope and conditions of integration

The procedure applies to Customs Agencies, foreign trade and logistics operators, and any private company or organization, profit or non-profit, that requests to integrate with SICEX. Natural persons operating directly as users and public agencies that interoperate with the system are excluded.

The connection is carried out under the online service modality, through a host-to-host connection via web services, available 24 hours a day, 7 days a week. Those who sign the declaration of acceptance of general integration conditions, in accordance with exempt resolution No. 341 of May 26, 2025, from the Undersecretary of Finance, are exempt from entering into a collaboration agreement.

Costs and validity

Internal or implementation costs that each applicant must assume to adapt their own systems shall be borne by the applicant. The procedure will come into effect once the administrative act approving it has been processed and will have an indefinite duration.

The measure provides certainty to importers, exporters, and logistics operators regarding the requirements and deadlines for connecting to the platform, avoiding arbitrary discrimination and ensuring that all integration is compatible with the SICEX technological architecture. For the private sector, it represents a formal, traceable, and transparent channel to digitize and streamline their foreign trade operations.
