Treasury incorporates Sograndio's private security into the procurement plan
Por FactBox Admin

The Regional Ministry of Finance, Justice and European Affairs has modified the Annual Procurement Plan for 2026 to incorporate a new contract for private surveillance and security services at the Juvenile Criminal Responsibility Center (CRPM) «Casa Juvenil de Sograndio». The decision is formalized through the Resolution of October 15, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 205, of October 22, 2026, with reference Code 2026-08521. The file is being processed due to “supervening circumstances” and at the request of the Vice-Ministry of Justice.
The Regional Ministry’s Annual Procurement Plan for the 2026 financial year was approved by Resolution of February 20, 2026 (BOPA no. 45, of March 6) and had already been subject to a modification on June 11, 2026, intended to include seven contracts promoted by the Vice-Ministry of Justice. The new modification is based on article 28.4 of Law 9/2017, of November 8, on Public Sector Contracts (LCSP), which requires public sector entities to program their contractual activity and make the procurement plan known in advance.
The framework is completed by the Agreement of the Governing Council of September 13, 2026, which approves the Guidelines for the preparation and approval of procurement plans and their evaluation in the Administration of the Principality of Asturias and its public sector. The Seventh Guideline establishes that the plan and its modifications must be published within ten days of their approval on the contractor profile and on the Transparency Portal of the Principality, a mandate that the resolution expressly orders.
Fact sheet of the incorporated contract
The annex of the resolution details the characteristics of the contract added to the plan:
- Contracting authority: Regional Minister of Finance, Justice and European Affairs.
- Proposing center: Vice-Ministry of Justice.
- Object: private surveillance and security at the CRPM «Casa Juvenil de Sograndio».
- Contract type: services. Procedure: open.
- CPV: 79710000-4 “Security services” and 79714000-2 “Surveillance services”.
- Estimated value: 14,988,493.20 euros.
- Duration: 24 months, with an extension of up to another 24 months.
- Estimated tender date: November 2026. Estimated start date: February 2027.
- Prior information notice: yes. Reservation according to the fourth additional provision of the LCSP: no.
Nearly fifteen million and two extendable years
The estimated value of the contract amounts to 14,988,493.20 euros, the most significant figure in the annex and the one that defines the economic weight of the operation within the Department’s procurement plan. The planned duration is 24 months, extendable via a renewal for a maximum of another 24 months, meaning the service could extend up to four years if that option is exercised.
The administrative calendar sets the tender for November 2026 and the start of execution for February 2027, with a prior notice forecast. The resolution also orders the publication of the agreement on the contractor profile and on the Transparency Portal of the Principality of Asturias.
Subject to harmonized regulation and without European funds
The contract is listed as subject to harmonized regulation (SARA), which places the tender under the reinforced publicity and competition regime provided for in public sector contract regulations. In contrast, the annex states that it is not financed by European funds or other funds, therefore the financing corresponds to the Department itself.
The document was signed in Oviedo, on October 15, 2026, by the Minister of Finance, Justice and European Affairs, Guillermo Peláez Álvarez.
A center with recent changes in leadership
The CRPM “Casa Juvenil de Sograndio,” attached to the Vice-Ministry of Justice and with a singularized management position (CG 4020) located in the municipality of Oviedo, has recorded movements in its leadership in recent weeks. The Resolution of August 26, 2026 accepted the resignation of Aida Rodrigo Norniella as director of the center, and the Resolution of August 28, 2026 (BOPA no. 169, of September 1) called for the position by free appointment.
The procedure was resolved by Resolution of October 6, 2026 (BOPA of October 13, file RRHH/2026/7382), which appointed María del Carmen Pérez Ruiz to the position. The modification of the procurement plan arrives, therefore, at a time of internal reorganization of the center and with the stated objective of covering the surveillance service through a specific contract.
The inclusion of this contract in the Annual Procurement Plan is the previous and essential step for the Department to be able to tender the service: without the modification approved on October 15, the tender for the private surveillance of the juvenile center would remain outside the official programming for the fiscal year. The announcement also opens the door for interested security companies to prepare their participation in a tender of nearly fifteen million euros and a potential four-year duration, the call for which is expected next November.
