Treasury sets mortgage subsidy reference rates for October

The Ministry of Finance determined, through Exempt Resolution No. 632, the reference interest rates that will be applied in October 2026 to the interest rate subsidy for new housing mortgage loans. The measure was published in the Official Gazette of the Republic of Chile, No. 44,552, on Wednesday, September 16, 2026, with the official reference CVE 2872561.

The resolution, signed in Santiago on September 12, 2026, by Minister Jorge Antonio Quiroz Castro, is issued in compliance with Article 13 of Exempt Decree No. 180 of 2025, which approves the general operating rules for this benefit.

Regulatory Framework of the Subsidy

The subsidy was created by Law No. 21,748, published on May 29, 2025, which establishes a benefit of up to sixty basis points (60 bps) on the interest rate of mortgage loans for the acquisition of new housing. The benefit is assigned together with the New Housing Support Guarantee, provided for in the sixth transitory article of Law No. 21,543, which creates the Special Guarantee Fund.

Pursuant to Article 13 of Exempt Decree No. 180, the bank reference interest rate and the additional spread for non-banking financial institutions are determined monthly by the Ministry of Finance, through an exempt resolution issued within the first twenty days of each month, and come into effect on the first day of the month following its publication in the Official Gazette.

Reference Rates for October 2026

The resolution sets the following reference rates, from which the amount covered by the subsidy will be deducted:

  • Banks: 4.35%
  • Savings and Loan Cooperatives: 4.52%
  • Mortgage Loan Administrators: 5.26%
  • Other non-banking entities: 5.26%

Validity and Scope

The determined rates will govern as of the first day of October 2026, such that those who acquire new housing during that month may access the subsidy discount on the reference rate corresponding to their type of financial institution. The resolution was exempted from the legal review process (toma de razón) in accordance with Resolution No. 36 of 2024 of the Comptroller General of the Republic.

The publication of these rates is key for new housing buyers, as it defines the starting point upon which the subsidy of up to 60 basis points is applied, and allows banks, cooperatives, and other non-banking entities to calculate the effective cost of mortgage loans during the coming month.
