Treasury calls for auction of seven properties from the intestate estate of Carmen Carrasco

The Delegation of Economy and Finance in Ciudad Real, under the Ministry of Finance, has called for a public auction of seven properties located in the municipality of Fuente el Fresno (Ciudad Real) originating from the intestate estate of Carmen Carrasco Carrasco. The announcement, number 3257, is published in the Official Gazette of the Province of Ciudad Real number 194, corresponding to Thursday, October 8, 2026, and sets bidding prices ranging from 10,000 euros to 428,167.95 euros.

The procedure is governed by articles 136.2 and 140 of Law 33/2003, of November 3, on the Patrimony of Public Administrations (LPAP), and by article 97 of the General Regulation of the Law on the Patrimony of Public Administrations (RGLPAP). The assets are listed in the General Inventory of Assets and Rights of the State and are offered without current registered encumbrances and without litigious nature, circumstances that the successful bidder must expressly accept in the public deed or administrative sales document.

Seven lots with prices starting from 10,000 euros

The auction is divided into seven lots, all of them in Fuente el Fresno:

• Lot 1: plot on Avenida Provincia nº 73 (D), 1,309 m², registered property 6794. First auction: 20,000 euros (guarantee of 1,000 euros); second auction: 17,000 euros (guarantee of 850 euros).
• Lot 2: plot on Calle Las Retamas nº 12, 2,741 m², registered property 6796. First auction: 90,000 euros (guarantee of 4,500 euros); second auction: 76,500 euros (guarantee of 3,825 euros).
• Lot 3: plot on Calle Las Retamas nº 17, 15,925 m², registered property 6797. Fourth auction: 428,167.95 euros (guarantee of 21,408.40 euros).
• Lot 4: plot on Avenida Provincia nº 68 (C), 648 m², registered property 6798. First auction: 10,000 euros (guarantee of 500 euros); second auction: 8,500 euros (guarantee of 425 euros).
• Lot 5: residential property on Calle Real nº 63, with 987 m² of land and 130 m² built, registered property 6957. Third auction: 67,192.50 euros (guarantee of 3,359.63 euros).
• Lot 6: 50% undivided interest of three plots on Avenida Provincia 44A, 44D, and 44E, with a combined registered area of 9,133 m², registered property 2755. Second auction: 109,565 euros (guarantee of 5,478.25 euros).
• Lot 7: rural property on Camino Real de Ganado nº 7, 3,039 m², registered property 6958. Second auction: 29,964.20 euros (guarantee of 1,498.21 euros).

Calls for first to fourth auction

Lots 1, 2, and 4 are being offered in the first auction and, if applicable, the second; lots 6 and 7 are called directly for the second auction; lot 5 for the third; and lot 3 has already reached the fourth call. The urban planning conditions for each property are those derived from the urban planning scheme, which interested parties must verify at the Fuente el Fresno City Council.

The property in lot 5, located at Calle Real nº 63, features a main brick building with access via Calle Real and a goods and carriage access via Calle Melchor Cano. Only the first bay (100 m²) facing Calle Real and a 30 m² warehouse remain standing; the rest of the plot is a vacant lot. The announcement warns that the warehouse is in a poor state of conservation and the bay is in a ruinous state.

Sealed bid and 5% guarantee

The auction will be held through a sealed-bid offer procedure, in accordance with the Particular Conditions Specifications. The deadline for submitting offers is 30 calendar days starting from the day following the publication of the announcement in the Official State Gazette (BOE).

The public act of opening the economic proposals will take place at the Delegation of Economy and Finance in Ciudad Real, calle Ruiz Morote nº 4, before the board constituted for this purpose, on November 25, 2026, at 11:00 AM. Participants must provide a guarantee of 5% of the bidding price for each property for which they submit an offer.

The specifications can be downloaded from the Ministry of Finance website and consulted, along with any additional information, at the State Heritage Section of the Delegation of Economy and Finance in Ciudad Real, by appointment via telephone at 926271731/25.

The operation is of interest to investors and residents of Fuente el Fresno, as it mobilizes urban and rural land in the municipality with reduced starting prices for lots that have accumulated several calls. As these are State assets originating from an intestate estate, the award will be formalized by public deed and the properties are transferred free of registered encumbrances.
