Guitiriz definitively approves the 2026 personnel framework with 21 vacancies

The Guitiriz City Council now has the final approval of the modification of the Personnel Table and the Personnel Annex of the General Budget for the year 2026. The agreement was initially adopted by the Plenary of the Corporation in the session of July 30, 2026 and, after the public exhibition period ended without claims, it was elevated to final status. The resolution is published in the Official Gazette of the Province of Lugo no. 213, of September 17, 2026, with the reference R. 2440, and is signed by the mayor, Marisol Morandeira Morandeira, in Guitiriz on September 10, 2026.

Final approval without claims

The modification was processed in accordance with article 169 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. Since no claims were presented during the public information period, the initial agreement is understood to be elevated to final and its full publication proceeds.

The document details the list of positions by scales and categories, indicating the classification group, the destination supplement level, the number of positions for each designation, and the existing vacancies. In total, the table includes 85 positions —19 civil servants, 64 permanent contractual staff, one indefinite contractual staff, and one temporary staff— of which 21 are vacant.

Six vacancies for civil service personnel

In the civil service personnel section, the modification leaves six positions unfilled:

  • Middle Technician in Economic Management (Management sub-scale, group A2, level 22): 1 position, 1 vacancy.
  • Administrative Assistant (Administrative sub-scale, group C1, level 18): 6 positions, 3 vacancies.
  • Municipal facilities caretaker (subaltern, AP s Tit, level 14): 2 positions, 1 vacancy.
  • Police Officer (Special Services, group C1, level 16): 2 positions, 1 vacancy.

Listed without vacancies are the Secretariat and the Comptroller’s Office (National Qualification scale, group A1, level 28), Employment Technician (A1/A2, level 24), School and municipal facilities caretaker (level 14), Administrative Assistant (C2, level 14), Municipal technical architect (A2, level 24), Environment Technician (A1, level 24), and Works Foreman (C2, level 14).

Fifteen contractual positions, with weight in home care and geriatrics

Among the permanent contractual staff, the vacancies are concentrated in social services and the municipal brigade:

  • Home Care Assistant: 28 positions, 4 vacancies.
  • Green Brigade – Laborer: 8 positions, 3 vacancies.
  • Geriatrics Assistant CD: 5 positions, 3 vacancies.
  • Middle Technician PAI: 4 positions, 2 vacancies.
  • Cleaners: 4 positions, 1 vacancy.
  • Tractor driver laborer: 1 position, 1 vacancy.
  • Social Worker SAF: 2 positions, 1 vacancy.

The workforce framework is completed, with no vacancies, for Social Worker, Service Laborer, PAI Middle Technician in Charge, Sports Monitor-Manager, Green Brigade – Coordinating Laborer, Cemetery Laborer, Cook, Tourism Technician, and Occupational Therapist CD. Among the permanent staff is the Family Education Technician (1 position) and among the temporary staff, the Area Coordinator (1 position), both of which are filled.

Appeal Period

The final approval may be challenged before the Contentious-Administrative Jurisdiction, with the requirements, formalities, and causes indicated in articles 170 and 171 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and in the form and period established by the rules of said jurisdiction.

For the residents of Guitiriz, the final framework establishes the council’s personnel structure for 2026 and indicates the positions that the local administration has pending to fill, with a prominent presence of posts linked to elderly care, home help, and social assistance.
