Guissona approves the regulations for the Genet d'Honor, its highest distinction

The Guissona City Council has definitively approved the Regulations for the Genet d’Honor Awards of the Town of Guissona, the highest municipal honorary distinction, through a Plenary agreement dated 07/09/2026. The regulation is published in full in the Official Gazette of the Province of Lleida number 168, edict 7419, of September 2, 2026 (CVE BOP-2026_0_168_7419, pp. 1-7).

As no claims were filed during the public exhibition period, the initial approving plenary agreement has been automatically elevated to definitive, in compliance with article 178 of the Recast Text of the Municipal and Local Regime Law of Catalonia (Legislative Decree 2/2003) and article 65 of the Regulations for Works, Activities, and Services of Local Entities (Decree 179/1995). The document, signed by secretary Josep Raimat Quintana, will enter into force once published in full in the provincial gazette.

A distinction rooted in the town’s history

The regulations justify the creation of the award in the desire to honor natural or legal persons who have provided exceptional services to the town or contributed extraordinarily to its progress, prestige, or projection. The distinction is inspired by the Genet, a unique piece preserved at the Guissona Museum that symbolizes the historical continuity of the municipality, whose origins date back to 800 BC and the Latin name Iesso.

The award is exclusively honorary and symbolic in nature, does not generate any economic right or administrative privilege, and may be granted posthumously. Among the merits valued are continued dedication to the community, contribution to social, economic, or institutional development, the external projection of the municipality, the defense of heritage, and contributions to culture, education, research, sport, or solidarity action.

Biennial periodicity and advisory council

The Genet d’Honor will be biennial in nature and, as a general rule, a single distinction will be granted per call, although the Plenary may exceptionally agree to up to two. The call may be declared void if no deserving candidacies are accredited.

The processing is supported by an Advisory Council of a consultative nature, chaired by the mayor and composed of:

• The Councilor for the Culture Area.
• Political representatives of the council.
• Representatives of the Institutional Heritage of Guissona.
• Representation of civil society and the Town Area of the City Council.

The council examines the candidacies, issues a mandatory report, and formulates the proposal for granting the award or declaring it void, which is then submitted to the Plenary.

Open candidacies and procedure

Candidacies may be proposed by the Mayor’s Office, municipal political groups, the Advisory Council itself, legally constituted entities with activity in the municipality, and a minimum of twenty-five people registered as residents in Guissona. Elected members of the Corporation may not be honored while holding office.

The deadline for submitting candidacies shall be fifteen (15) calendar days from the publication of the call, extendable with justification for up to seven (7) more days. The granting of the award corresponds exclusively to the City Council Plenary, by simple majority, and the honored persons will receive a commemorative piece inspired by the figure of the Genet, a diploma, and an insignia. The Honor Book of the Genet is also created, which shall be of a public nature, and the distinction may be revoked due to supervening circumstances that undermine the merits that motivated it.

With this regulation, Guissona institutionalizes the public recognition of individuals and entities that have enhanced the town, providing it with a transparent, participatory procedure with guarantees, which reinforces the collective memory and the prestige of its highest honorary distinction.
