Guadalajara subsidizes up to 7,000 euros for each job placement of disadvantaged groups

The Guadalajara City Council has announced grants for the promotion of employment and labor insertion for disadvantaged groups, with aid of up to 7,000 euros for each full-time insertion. The summary of the call is published in the Official Gazette of the Province of Guadalajara number 180, corresponding to Tuesday, September 22, 2026, with the identifier BDSN: 928532. Interested entities have ten calendar days from that publication to submit their application.

The call is based on articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, which requires the publication of a summary of calls whose full text is disseminated through the National Subsidies Database. The full text can be consulted on the municipal website and the City Council’s electronic office, while the applicable regulatory bases are Law 38/2003 itself and the General Ordinance of Public Subsidies of the Guadalajara City Council and its autonomous bodies, published in BOP number 32, of Monday, March 14, 2016.

Purpose: local employment and inclusion of vulnerable people

The purpose of the call is to regulate the granting of subsidies for the promotion of local employment and to facilitate the inclusion in the labor market of especially vulnerable people. The eligible activities include information, guidance, and labor insertion initiatives.

The declared goal is to accompany unemployed people at risk or in a situation of social emergency throughout the labor insertion processes, through financial support for the entities that carry out this work on the ground.

Requirements: non-profit entities with a prior agreement

Non-profit entities that meet these conditions may be beneficiaries of the aid:

• To have signed, prior to the publication of the call, a Collaboration Agreement with the Guadalajara City Council for the promotion of employment for people at risk or in a situation of social emergency.
• To prove experience in actions aimed at accompanying unemployed people in labor insertion processes.
• Not to fall under any of the excluding circumstances provided for in article 13 of the General Subsidies Law 38/2003, of November 17.

Amounts: 7,000 euros per insertion and 3,000 for guidance

The amount of the subsidy is structured in two tiers:

• For each full-time job placement, a maximum of 7,000.00 euros, or the proportional amount for part-time work based on the number of hours, provided that this is not less than 50%.
• For the actions described in bases fourth b) and c), a maximum of 3,000.00 euros, in relation to the number of planned placements and with a limit of 5% of the total amount of the subsidy corresponding to hirings.

The resolution for granting or denial shall be the responsibility of the head of the Department with competencies in Employment matters.

Ten calendar days to apply via the electronic office

Applications must be submitted through the Electronic Office of the Guadalajara City Council within ten calendar days following the publication of the summary in the Official Gazette of the Province of Guadalajara, that is, until October 2, 2026. The summary was signed in Guadalajara on September 17, 2026, by the Delegate Councilor for Employment, María Begoña García Valbuena, and has the verification code 969ea3fa3ddb9661f7c44d36d91f443ee29fa29b.

The call comes in a context of sustained municipal attention to the employment of groups with the greatest difficulties in accessing the labor market, and reinforces the role of third-sector entities as intermediaries in those itineraries. For the city’s social organizations, the ten-calendar-day period is the most relevant operational detail: those who have not already formalized the Collaboration Agreement with the Guadalajara City Council are excluded from the call, and those who have it must gather the supporting documentation of their experience and the planned placements in just over a week.
