Guadalajara approves the guidelines for the Estación del AVE developable sector

The Plenary of the Guadalajara City Council agreed on July 31, 2026, to submit for public information the Guidelines for the Formulation of the Urban Development Program and Selection of the Urbanizing Agent for sector SP-PP-93 “AVE Station”, a key urban development for the city. The announcement is published in the Official Gazette of the Province of Guadalajara, number 171, dated September 7, 2026, and is signed by the mayor, Ana Cristina Guarinos López.

A strategic development next to high-speed rail

Sector SP-PP-93 is part of the Urban Planning Plan of Guadalajara and is located in the vicinity of the AVE station, making it one of the areas with the greatest potential for residential growth and activity in the capital. The initial approval of the guidelines represents the first administrative step for an urbanizing agent to assume the management and execution of the urbanization of the area.

The plenary agreement sets a period of thirty days for the public exhibition of the file, counted from the publication of the announcement in the official gazette. During this period:

A two-phase process

The procedure combines two complementary urban planning instruments: the formulation of the urban development program, which defines the layout and the burdens of the sector, and the selection of the urbanizing agent, which will be the entity responsible for executing the urbanization. The processing is framed within the urban planning regulations of Castilla-La Mancha and the general planning of the city.
