Granollers aprova la compra directa de dinou habitatges protegits

The Plenary of the Granollers City Council approved on October 27, 2026, the set of particular economic-administrative clauses that shall govern the direct acquisition of nineteen social housing units and two commercial premises at Antònia Roura i Barbany Street, numbers 1-3, in the city. The agreement is published in the Official Gazette of the Province of Barcelona (BOPB) on November 5, 2026, under file number Exp. no. 3/2026/306 and official reference CVE 202610161540. With this announcement, the set of clauses is submitted for public review for fifteen days.

The announcement is issued by the Area of Territory and Sustainability, Urbanism and Planning of the Granollers City Council, located at Sant Josep Street 7, third floor, and is signed by the secretary by delegation Gisela Bou i Garriga, dated October 29, 2026, in Granollers. The planned mechanism is twofold: the publication of the edict in the official gazette and the display of the document on the corporation’s edict board, such that the process remains open to any interested person.

The purchase does not start from scratch. The same gazette had already recorded on October 8, 2026, the agreement of the Local Governing Board from September 16, which fixed the destination of the funds: the cash equivalent of 10% of the urban development profit of sector 125, qualified with key 4A125, was to be incorporated into income concept L3101/39710 to finance precisely these homes, charged to item L3101/15230/63231 (CVE 202610147268).

Nineteen apartments, eleven general and eight concerted

The operation now being tendered has these basic elements, according to what the two announcements have published:

  • 19 social housing units, intended to increase the municipality’s public stock of affordable housing.
  • 11 of the apartments under the general regime and 8 under the concerted regime, according to the distribution detailed in the announcement of October 8.
  • 2 commercial premises, which are part of the same acquisition package.
  • Single location: Antònia Roura i Barbany Street, numbers 1-3, Granollers.
  • Reference amount of the 10% urban development profit supporting the operation: 6,534,412.74 euros.

Fifteen days to examine the clauses

The public information period is fifteen days, counted from the publication of the edict in the BOPB, dated November 5, 2026, and occupying page 1-1 of the local administration section. During this period, the set of particular economic-administrative clauses remains available to interested parties through two channels:

  • The full publication of the edict in the Official Gazette of the Province of Barcelona.
  • The display of the document on the edict board of the Granollers City Council.

The operation that closes sector 125

The acquisition is the final piece of an urban planning process that the bulletin has followed in recent weeks. The Local Government Board on September 16, 2026, definitively approved the reparceling project for sector 125, presented by the Compensation Board of Sector 125, and conditioned the certificate of firmness on the prior payment of the economic equivalent of the free transfer obligation, in compliance with article 119.2 e) of the revised text of the Urban Planning Law of Catalonia.

In parallel, the same body definitively approved the urbanization project for sector 125, presented by Domènec Forns Casacuberta on behalf of the Compensation Board of Partial Plan 125 (CVE 202610147272). The agreement was published after the 12% guarantee of the value of the urbanization works was established, in accordance with article 107.3 of the revised text of the Urban Planning Law of Catalonia, approved by Legislative Decree 1/2010, and article 17.3 of the implementing Regulation, approved by Decree 305/2006.

For the readers of Granollers, the news has a direct effect: nineteen families will be able to opt for protected housing in a building in the urban center thanks to funds that do not come from ordinary municipal coffers, but from the transfer of urban development rights from a private development. The process now open is the final window to review, object, and, if necessary, challenge the conditions of the purchase before it is formalized.
