Granada approves its largest job offer with 141 civil servant positions

Granada aprueba su mayor oferta de empleo con 141 plazas de funcionario

The Granada City Council has approved its largest public employment offer, with 141 permanent civil servant positions, according to the agreement adopted by the Local Government Board in its session on July 31, 2026, and published in the Official Gazette of the Province of Granada number 177, dated September 14, 2026. The resolution, signed by the deputy mayor delegated to Human Resources, Mr. Vito Rafael Epíscopo Solis, is processed under file 2026/24016L and carries the official reference BOP-GRA-2026-177008.

The offer is broken down into 98 open-access positions, calculated according to the staff replacement rate, and 43 positions reserved for internal promotion, which do not count toward said rate. Of the 98 open positions, 12 are reserved for the disability quota, a 10% quota that exceeds the legal minimum of 7% and is expanded by the agreement between the Corporation and its staff. Another 4 positions will be filled through the procedure of additional provision 28.2 of Law 5/2023, of June 7, on the Andalusian public service, to reduce temporary employment.

Security and emergency services, the protagonists

The bulk of the offer is concentrated in essential services. The Local Police will have 20 open-access positions, while the Fire Department adds 12 positions, both in group C1. To these are added 9 Inspector positions and 1 auxiliary Inspector position, as well as 2 Quartermaster positions.

Internal promotion also reinforces the police command scale, with 1 Inspector position, 1 Sub-inspector position, and 14 Local Police Officer positions, which are added to another 27 internal promotion positions in the rest of the staff.

Distribution by administrative categories

The bulk of the open positions are distributed among the city council’s administrative and technical bodies:

  • General administration clerk (C1): 15 positions.
  • General administration assistant (C2): 9 positions.
  • General administration subordinate (E): 6 positions.
  • General administration technician (A1): 3 positions.
  • Management technician (A2): 1 position.
  • Social worker (A2): 5 positions; Social educator (A2): 3 positions.
  • Technical architect (A2): 4 positions; Industrial technical engineer (A2): 3 positions.
  • Psychologist (A1): 3 positions; Economist (A1): 2 positions.
  • Music band teacher (A1): 4 positions (percussion, clarinet and saxophone, trombone).
  • Trades personnel operator (E): 8 positions; Trades official (C2): 3 positions.

Deadlines and processing

The agreement was submitted to the General Negotiation Table on July 10, where it was rejected with the abstention of the CCOO and CSIF union sections. The execution of the offer must be completed within a non-extendable period of three years from its publication, with a view toward the generational replacement of a municipal workforce that the municipal report itself recognizes as one of the “serious problems” of the Spanish administration.

Against the agreement, which concludes the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Granada within two months, or an optional appeal for reversal within one month.

The publication of this offer opens the door to thousands of applicants who will be able to participate in the selection processes to be announced in the coming months, at a key moment for the rejuvenation of public services in the Granadan capital.
