Grajera sets the price for electric charging on public roads

The Grajera City Council has definitively approved the Municipal Ordinance Regulating the public price for the electric vehicle charging service on public roads, which sets the cost of energy transferred at municipal charging points at €0.30/kWh (VAT included). The regulation, signed by Mayor Alba Barrio Martín on August 19, 2026, is published in the Official Gazette of the Province of Segovia, number 101, dated August 24, 2026, page 9 (reference RE-13559).

A pioneering ordinance in the province

The initial plenary agreement was automatically elevated to definitive status as no claims were filed during the public exhibition period, in accordance with article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. With this measure, Grajera becomes one of the first municipalities in the province to expressly regulate the charge for electric charging on public roads.

The ordinance is based on Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, and Law 8/1989, of April 13, on Fees and Public Prices, among other applicable regulations.

How it is calculated and who pays

The price is determined based on the electrical energy actually transferred from the charging point to the vehicle, measured in kilowatt-hours via the charging point’s own electric meter. The obligation to pay arises at the moment the service begins, i.e., with the transfer of energy.

• Those who use the charging points for their own use are obligated to pay.
• Natural or legal persons who request the service are jointly and severally liable.
• Owners of vehicles whose users must satisfy the price are subsidiarily liable.
• Municipally owned vehicles are exempt.

Management, payment, and use of the points

Payment must be made prior to the start of charging and may be carried out via electronic wallets, credit cards, or any other legally admitted means that the City Council deems appropriate. The Council will provide users with a downloadable computer application for mobile devices, whether proprietary or third-party, the access to which will be advertised at the charging points themselves.

Once charging is complete, it is mandatory to remove the vehicle to allow another to charge, as the parking reservation is exclusive to vehicles in the process of charging. Debts derived from this public price may be demanded through the administrative enforcement procedure.

Validity and appeals

The ordinance shall enter into force and begin to be applied as of its publication in the Official Gazette of the Province of Segovia, and shall remain in effect until its express repeal or modification is agreed upon, a competence that corresponds to the Plenary of the Corporation. An administrative appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Burgos within two months from the day following its publication.

The measure represents a significant step for sustainable mobility in the rural Segovian environment: by establishing a clear and stable public price for electric charging, Grajera provides legal certainty to electric vehicle drivers and sets a precedent for other municipalities in the province studying how to promote the electrification of their vehicle fleet.
