Government sets 500 thousand euro support for agricultural fuels

The Government has established extraordinary financial support of €500,000 intended for agricultural cooperatives, producer organizations, the fishing industry, and aquaculture companies that carry out their own transport, to mitigate the rise in fuel and AdBlue prices. The measure was published in Ordinance No. 395/2026/1, of August 28, in the Diário da República, 1st series, no. 167.

The ordinance, signed by the Minister of State and Finance, Joaquim Miranda Sarmento, and the Minister of Agriculture and Sea, José Manuel Fernandes, regulates the support created in paragraph 6 of article 3 of Decree-Law No. 110-A/2026, of June 3. The support is non-reimbursable, granted per vehicle, and aims to compensate for the extraordinary price increase observed during the month of April 2026, resulting from the geopolitical and military crisis in the Middle East.

Who can benefit

Entities that carry out their own transport may apply, namely:

• Agricultural cooperatives and multi-sectoral agricultural cooperatives;
• Companies owned, directly or indirectly, by more than 50% by cooperatives accredited within the scope of agricultural activity;
• Producer organizations and their respective associations, recognized under the terms of Ordinance No. 298/2019, of September 9;
• Fish marketing and processing companies;
• Aquaculture production companies.

How to request and receive support

Applications are submitted via an electronic form provided by the Institute for Financing Agriculture and Fisheries (IFAP, I. P.), on the website www.ifap.pt, identifying the vehicles by their respective license plates. The application deadline is defined by an announcement from IFAP, I. P., to be advertised on the same website.

IFAP, I. P. sends the list of beneficiaries and license plates to the Institute for Mobility and Transport (IMT, I. P.), and it is the responsibility of the IMT to complete the information with the data from the Single Automobile Document to verify eligibility. The support is paid in a single installment via bank transfer to the registered NIB, depending on the regularity of the beneficiaries’ contributory and tax status with Social Security and the Tax and Customs Authority.

Allocation and award rules

The available budget allocation is set at €500,000, supported by the centralized allocation of the Ministry of Finance through funds entered in the budget of IFAP, I. P.. When the total amount of eligible support exceeds the allocation, the support is subject to proportional distribution among the eligible beneficiaries.

Support is granted under Commission Regulation (EU) 2023/2831, regarding the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union, and is subject to the conditions and limits established therein. In the event of undue payment, IFAP shall promote recovery through notification for voluntary reimbursement, with late payment interest at the legal rate in force.

The ordinance enters into force on the day following its publication and takes effect on the date of entry into force of Decree-Law no. 110-A/2026, of June 3. The measure represents direct relief for the operating costs of cooperatives and companies in the agri-food and aquaculture sector of the mainland, in a context of inflationary pressure on fuels that affects the competitiveness of the primary sector.
