Government authorizes support for municipalities for sustainable urban mobility plans

The Government has authorized the granting of financial support from the Mobility and Transport Fund (FMT) to dozens of municipalities for the development and execution of Sustainable Urban Mobility Plans (SUMP). The decision is contained in Order no. 11042/2026, signed by the Adjunct and Budget Secretary of State, José Maria Gonçalves Pereira Brandão de Brito, and the Secretary of State for Local Administration and Territorial Planning, Silvério Rodrigues Regalado, and published in the Diário da República, 2nd series, no. 174, of September 8, 2026.
The order is part of the Green Mobility package, defined by the Council of Ministers Resolution no. 134-C/2024, of October 11, which determined the acceleration of SUMP development with funding provided by the Environmental Fund. The FMT, created by Ordinance no. 359-A/2017, of November 20, and renamed by Decree-Law no. 82/2026, of April 7, finances projects and actions in the area of mobility, including planning instruments.
Support and beneficiaries
The support is intended for entities with municipal or intermunicipal level competencies in mobility and transport planning. Eligible actions are those aligned with the guidelines of the Institute for Mobility and Transport, I. P. (IMT, I. P.), in its capacity as the Management Authority of the FMT, specifically:
- the carrying out of studies and consultancy work for the development of SUMPs;
- the adaptation of existing plans so that they are configured as SUMPs;
- the monitoring of SUMPs.
Municipalities, intermunicipal communities, metropolitan areas, other associations of municipalities, and public entities with competencies in the area may apply.
Conditions and amounts
The financial allocation of the FMT Notice no. 5/2024 is €3,000,000.00, with a co-financing rate of 75% of eligible expenses. The maximum co-financing per action or application is €75,000.00, and the maximum co-financing per beneficiary entity is €100,000.00.
The order also authorizes the ratification of all acts performed and payments made in 2025 by the FMT within the scope of the execution of the support, provided they are in accordance with Notice no. 5/2024 and other applicable legislation. The decree takes effect on the day following its publication.
Execution in 2025 and 2026
The annex to the order identifies the approved applications, with the amounts executed in 2025 and to be executed in 2026. In total, €303,381.00 were executed in 2025 and €1,717,302.30 are planned for 2026. Among the included municipalities are Lisbon, Porto, Coimbra, Braga, Guimarães, Viseu, Évora, Setúbal, Faro, Vila Real, and Viana do Castelo, among dozens of other local authorities from the mainland and the autonomous regions.
The order continues the public funding of sustainable mobility, allowing municipalities to move forward with urban planning aligned with decarbonization goals and the improvement of quality of life in cities.
