Government authorizes 1.16 million to requalify and museumize the Casa do Passal

The Government has authorized the granting of financial support in the amount of €1,158,069.52 to the Municipality of Carregal do Sal for the execution of the Redevelopment and Musealization Project of the Casa do Passal. The decision is contained in Order no. 12288/2026, signed on September 29, 2026, and published in the Diário da República, 2nd series, no. 196, of October 9, 2026. The decree ratifies the Technical and Financial Cooperation Protocol entered into between the Portuguese State and the municipality and takes effect as of December 30, 2025.

The order is signed by three members of the Government, using delegated powers: the Adjunct and Budget Secretary of State, José Maria Gonçalves Pereira Brandão de Brito; the Secretary of State for Local Administration and Territorial Planning, Silvério Rodrigues Regalado; and the Secretary of State for Tourism, Commerce and Services, Pedro Manuel Monteiro Machado. The measure falls within the government area of finance and economy and territorial cohesion.

Support of 1.16 million euros

The financial support is provided by the Tourism Institute of Portugal, I. P. (Turismo de Portugal, I. P.) and has the exact value of €1,158,069.52 — one million, one hundred and fifty-eight thousand, sixty-nine euros and fifty-two cents. The funds come from the public institute’s respective management balance.

Decree-Law no. 105/2026, of May 26, which establishes the execution rules for the State Budget for 2026, authorized, under article 22, the transfer of these funds to the municipality, within the scope of the protocol signed for the redevelopment and musealization of the Casa do Passal.

Responsibilities of the municipality

Under the terms of the cooperation agreement, the responsibilities of the Municipality of Carregal do Sal are:

• To prepare and approve the technical projects necessary for the execution of the work.
• To ensure compliance with deadlines and applicable legal and regulatory standards, including in matters of public procurement.
• To ensure the management, maintenance, and cultural revitalization of the museum space after the completion of the project.

Legal basis and effects

The protocol was established following the provisions of article 204 of Law no. 45-A/2024, of December 31, which approved the State Budget Law for 2025. The order is issued under paragraph 5 of article 22 of Law no. 73/2013, of September 3, as currently worded.

The powers of the signatories were delegated by Order no. 8869-A/2025, of July 29, Order no. 10270/2025, of August 29, and Order no. 9421/2025, of August 8, all in their current wording. The decree further determines that the support takes effect from December 30, 2025.

Casa do Passal, in Carregal do Sal, is associated with the memory of the diplomat Aristides de Sousa Mendes, which gives the project a heritage and historical significance that transcends the local level.

The funding ensures the continuity of a structural investment for the municipality, by establishing the legal and budgetary framework for the transfer and by clearly dividing the obligations between the State and the municipality.
