Government appoints two new members to the Córas Iompair Éireann board

The Government has appointed Deborah Power and Henry Minogue as members of the board of Córas Iompair Éireann (CIÉ), the State transport company, both with immediate effect. The appointments were made under section 6 of the Transport Act 1950, as amended, and published in Iris Oifigiúil, No. 81 of 9 October 2026, under the official reference [G-2]. The notice is signed by John Callinan, Secretary General to the Government, and dated 6 October 2026 in Dublin.

The decision places two new members on the board of the company that operates the State’s bus and rail services, and it does so without any transitional period: the notice states that both appointments take effect immediately.

Two appointments, two terms

The Government’s notice records two separate appointments to the CIÉ board, each with its own duration:

  • Deborah Power — appointed a member of the board of Córas Iompair Éireann (CIÉ) for five years, with immediate effect.
  • Henry Minogue — appointed a member of the board of Córas Iompair Éireann (CIÉ) for a period of four years, with immediate effect.

The differing terms mean the two members will not leave the board at the same time, and neither appointment is tied to a fixed calendar date beyond the day the decision was taken.

The appointments rest on section 6 of the Transport Act 1950, as amended, the statutory provision that governs membership of the CIÉ board. The notice is issued by the Government and countersigned by John Callinan in his capacity as Secretary General to the Government, the office through which State appointments are published in the official gazette.

The decision is dated 6 October 2026 and appears in the issue of Iris Oifigiúil published on 9 October 2026, the official journal of record for appointments of this kind. The notice is carried in Irish, alongside the other statutory notices in the same issue.

A board in transition

The two appointments follow other recent changes at the top of the State transport group. In its issue of 4 August 2026, Iris Oifigiúil recorded the appointment of Gerard Ryan as a member of the CIÉ board for six months, with effect from 3 September 2026 ([G-2C]).

Read together, the notices show a board being reshaped through a mix of short and long-term appointments made directly by the Government under the 1950 Act.

For readers, the appointments matter because the CIÉ board sets the direction of the country’s largest public transport operator, covering bus and rail services used daily across the State. The five-year term given to Deborah Power and the four-year term given to Henry Minogue give the Government two long-term voices on the board, while the earlier six-month appointment of Gerard Ryan points to a period of transition. Because both appointments take effect immediately, the new members take up their duties at once, without waiting for any further instrument.
