Gogora has called for historical memory and democratic memory grants for 2026

The Gogora institute has approved and called for two grant calls in the field of historical memory and democratic memory for 2026. Two resolutions signed by director Alberto Alonso Martin on August 28, 2026, allocate 112,500 euros for projects for associations and foundations and 40,000 euros for the edition of unpublished books regarding democratic memory. Both were published in issue number 180 of the Boletín Oficial del País Vasco on September 21, 2026, with official references 2026/3958 and 2026/3959.

Legal framework and precedents

The calls are within the grant line of the Gogora institute —Instituto de la Memoria, la Convivencia y los Derechos Humanos— and are located in the Strategic Grant Plan for the 2025-2028 period. Law 4/2014, of November 27 mandates the institute to promote policies of historical and democratic memory, and article 11.2 of Decree 204/2015, of November 3 grants the director the authority to regulate, call for, and award the grants.

The legal regime includes Law 20/2023, of December 21, Law 38/2003, of November 17, and Royal Decree 887/2006, of July 21, as well as the 2026 general budgets approved by Law 7/2025, of December 23. The grants are subject to the de minimis regime, according to Regulation (EC) No. 2023/2831: each beneficiary cannot receive more than 300,000 euros over a three-year period.

Historical memory projects: 112,500 euros

• Total amount of the call: 112,500 euros, charged to the 2026 budgets.
• Maximum amount: 10,000 euros per project and 20,000 euros per beneficiary.
• Funding: up to 100% of the total cost of the project.
• Beneficiaries: private legal persons without profit motive, registered in the Registry of Associations of the Basque Country or the Registry of Foundations, whose statutes have the recovery of historical memory as a goal.
• Projects must be developed in 2026 and be completed before December 31, 2026.
• Justification before March 31, 2027; first payment, after the resolution is approved, 60% of the amount.

Edition of unpublished books: 40,000 euros

• Total amount of the call: 40,000 euros.
• Maximum amount: 5,000 euros per book, and only one project per beneficiary.
• Books must be non-fiction and unpublished, in an advanced edition or layout phase, and completed before December 31, 2026.
• Minimum length: 100,000 characters, except for comics and graphic novels.
• Excluded: fiction novels, poetry, and theater. Accepted: translations into Basque or Spanish, if the original language is not one of those.
• Prohibited: the use of artificial intelligence software in the creative process.
• Justification before January 15, 2027.

Deadline, procedure and compatibility

• Deadline for submitting applications: one month, starting from the day following the publication of the resolution in the official gazette.
• Deadline for correcting errors: 10 days.
• Maximum period for issuing and notifying the resolution: 6 months; once this period has elapsed, silence constitutes a rejection of the application.
• Minimum score: 50 points out of 100.
• Appeal: one-month deadline, addressed to the president of the Gogora institute.
• Compatibility: the call for historical memory projects and the call for books are incompatible with each other.

Evaluation committee and priority topics

The head of the committee is Iñaki De Pablos Vaca. The members are Amaia Goenaga Sánchez, Roberto Palacios Martínez, and Ruth Cancelo García for the call for projects, and Amaia Goenaga Sánchez, Alaitz Vives Urbieta, and M.ª Dolores Fiallegas García for the call for books. Nagore Otaola Moscoso will serve as secretary, with a voice but without a vote.

Projects addressing the following topics will receive a higher score:

• Punishment detachments and labor battalions.
• Members of the first Basque Government, political appointees, and officials.
• The Board for the Protection of Women in the Basque Country (1941-1985).
• Sexual and gender diversity during the Franco era.
• The Court of Public Order and Basque anti-Francoism.
• Far-right terrorist groups and the first phase of the “Dirty War”.
• The jurisdiction for the confiscation of assets and political responsibilities.
• Deportees and Nazi concentration camps.
• Testimonies of victims of the 1936 coup d’état, the Civil War, and the dictatorship.
• Human rights violations from a gender perspective.

Both calls open the way for civil society to participate in the recovery of historical memory and the dissemination of democratic memory, and reinforce Gogora’s funding policy in 2026. The deadlines are tight: associations, foundations, and publishing houses have a one-month period to submit applications, and all projects must be completed before December 31.
