Government subsidizes fuel gallon for jungle mototaxis

The Executive Branch has established a temporary subsidy of S/ 4.00 per gallon of gasoline or gasohol for mototaxi drivers in Loreto, Ucayali, and Madre de Dios, through Urgency Decree No. 011-2026. The regulation was published on Friday, September 18, 2026, in the official newspaper El Peruano and seeks to cushion the rise in fuel prices that is impacting the operating costs of public transportation in those regions.

Context: a targeted measure in the face of rising oil prices

Urgency Decree No. 011-2026 establishes extraordinary temporary economic and financial measures to guarantee the operability of the public passenger transport service in minor motor vehicles of vehicle category L5 (mototaxis). The provision is based on numeral 19 of article 118 of the Political Constitution of Peru and Law No. 31917, which recognizes transport in minor vehicles of category L5 as a complementary means of urban and rural transport.

The statement of motives indicates that the high volatility of international oil prices, associated among other factors with conflicts in the Middle East, has generated upward pressure on fuels during 2026. The Executive had already adopted similar measures through Urgency Decrees No. 004-2026, No. 006-2026, and No. 007-2026, aimed at regular service transporters and the exceptional regime of Lima and Callao; mototaxis were excluded due to their differentiated operational characteristics and the predominant use of gasoline and gasohol.

Amount, cap, and duration

• The subsidy is equivalent to S/ 4.00 per gallon of gasohol or gasoline purchased by the beneficiary driver.
• The maximum cap is S/ 100.00 per month per beneficiary.
• It is granted for three months starting from the day following the publication of the regulation.
• The disbursement covers six successive periods of fifteen calendar days.
• The validity of the decree extends until December 31, 2026.
• A maximum of two drivers associated with the same registered vehicle are permitted.

Requirements and registration of beneficiaries

To access the subsidy, the driver must provide proof of a minor motor vehicle of category L5 identified by its National Unique License Plate, a valid DNI, a valid Class B Category II-C driver’s license, and a valid SOAT or, as applicable, a traffic accident certificate (CAT) issued by an AFOCAT.

Registration is carried out on an enabled platform or web form within fifteen calendar days following the completion of each generation period. The application is developed and managed by the General Directorate of Financial Administration Information Systems (DGSIAF) of the Ministry of Economy and Finance (MEF), and allows each fuel purchase to be associated with the driver’s ID (DNI) and the vehicle’s license plate.

Financing and entities in charge

Implementation is financed using resources from Article 53 of Legislative Decree No. 1440, Legislative Decree of the National Public Budget System, for up to S/ 16,023,000.00. The MEF is authorized to make budgetary modifications charged to the Contingency Reserve and to carry out a financial transfer in favor of the Banco de la Nación, the entity that will pay the subsidy directly to the beneficiary.

Participating in the verification of data are the National Registry of Identification and Civil Status (RENIEC), the National Superintendency of Public Registries (SUNARP), the Ministry of Transport and Communications (MTC), the Superintendency of Banking, Insurance and Private Pension Fund Administrators (SBS), the National Superintendency of Customs and Tax Administration (SUNAT), and the Supervisory Agency for Investment in Energy and Mining (OSINERGMIN). These entities must submit the required information within a period of seven calendar days, and the MEF has ten business days to approve the complementary provisions.

The regulation bears the signature of President Keiko Sofía Fujimori Higuchi and was endorsed by the President of the Council of Ministers, the Minister of Economy and Finance, the Minister of Transport and Communications, and the Minister of Justice and Human Rights. The undue perception of the subsidy mandates its return, without prejudice to administrative, civil, and criminal liabilities, and the processing of personal data is subject to Law No. 29733.

Impact for jungle transporters

The measure reaches thousands of mototaxi drivers operating in three Amazonian departments where transport in smaller vehicles is a daily and complementary service. By partially offsetting the cost of fuel, the Executive seeks to prevent the increase from being passed on to fare rates and to preserve the continuity of the service, although the decree itself clarifies that the support does not entirely replace the cost that the driver must assume nor does it eliminate price signals.
