Government issues new guidelines for operating the Federal Digital Store

The Anti-Corruption and Good Governance Secretariat (SABG) published this Wednesday, September 2, 2026, the Agreement issuing the Guidelines for the operation of the Federal Government Digital Store, as well as for regulating the allocation of supply or service orders carried out through it. The regulation, signed by the head of the agency, Raquel Buenrostro Sánchez, enters into force on the day of its publication in the Official Gazette of the Federation and repeals the agreement that governed the platform since 2019.

The Agreement is published in edition number 239/2026 of the Official Gazette of the Federation, on page 47, and was signed in Mexico City on August 28, 2026. With it, the framework regulating the purchase of goods and services through electronic catalogs derived from framework agreements is updated, in the context of the new Law on Acquisitions, Leases and Services of the Public Sector (LAASSP) issued on April 16, 2025.

Electronic identification and user roles

The guidelines establish that public servants and potential providers or service providers adhered to a framework agreement must identify themselves on the platform using the e.firma, the current advanced electronic signature issued by the Tax Administration Service (SAT). The operation of the module is the responsibility of the General Directorate of Innovation in Public Procurement, which also assigns user roles, all with a minimum hierarchical level of area director or equivalent:

• Supply order administrator, responsible for receiving goods and verifying compliance with orders.
• Buying Unit administrator, who conducts the allocation procedure.
• Requesting Unit person, responsible for registering budget sufficiency and managing the requisition.
• Buying Unit operator, who supports the selection of goods and services.
• Framework agreement provider, a natural or legal person registered on the platform.

To operate, providers must be enrolled in the Single Registry of Participants provided for in article 86 of the LAASSP and article 2, fraction XXI, of its Regulations.

Allocation procedure and deadlines

The Requesting Unit selects the goods or services from the electronic catalog, signs the requisition with the e.firma, and sends it to the Buying Unit, which generates the supply order. The procedure includes specific deadlines:

• Potential providers have a period of no more than 24 hours to state that they possess the goods or can provide the services and to submit their economic offer.
• The purchasing Unit confirms the order to whoever offers the lowest price.
• The assigned provider has 48 hours to confirm the order and sign the contract through the platform; if they fail to do so, the order is understood to be rejected.
• If the provider rejects it, the next best offer is selected; if no one confirms, the procedure is declared void.

The subsequent discount offer modality is not applicable to these orders derived from framework agreements. The validity of the order begins once electronically confirmed by both parties, and with this, the procurement procedure concludes.

Technical manual and final provisions

The Public Management Innovation Unit will issue the Technical Operation Manual of the Federal Government Digital Store, containing the technical and operational specifications of the module, available to all users through the platform. The Secretariat may also enter into collaboration agreements for the exchange of information with other electronic systems and will be responsible for the training of public servants.

Upon the entry into force of the Agreement, any provision that contradicts it shall be null and void, and the Agreement by which the application called Federal Government Digital Store is incorporated as a CompraNet module, published on July 31, 2019, is repealed. The new regulation affects all agencies and entities of the Federal Public Administration and public sector providers who contract through framework agreements, in an effort to provide certainty, transparency, and efficiency to digital public procurement.
