Government declares Ministry of Health in reorganization for 90 days

The Executive Branch has declared the Ministry of Health (Minsa) to be under reorganization for a period of 90 calendar days, with the objective of evaluating its administrative, organizational, and management situation and proposing the corresponding reform actions and measures. The measure was adopted through Supreme Decree No. 014-2026-SA, published in the Official Gazette El Peruano on September 9, 2026, and endorsed by the President of the Republic, Keiko Sofía Fujimori Higuchi, and the Minister of Health, Luis Williams Dyer Fernández.

The regulation is based on Law No. 27658, Framework Law for the Modernization of State Management; Law No. 29158, Organic Law of the Executive Branch; and Legislative Decree No. 1161, Law of Organization and Functions of the Ministry of Health. The Executive warns that, following the transfer of management and the initial actions of the new head of the sector, limitations, gaps, and deficiencies of an organizational and functional nature have been identified that affect the coordination between Minsa’s units, its programs, and its attached public bodies.

Scope of the reorganization

The declaration extends to the entire Health Sector, which, according to Article 4 of Legislative Decree No. 1161, is composed of Minsa, its attached entities, and the public and private institutions at the national, regional, and local levels linked to its competencies. The objective is to comprehensively review the organization and functioning to identify and correct duplications, overlaps, gaps, or fragmentation of functions, and to adapt the structure to the current needs of the sector.

The measure seeks to strengthen the ministry’s leadership and direct resources toward the fulfillment of the Multisectoral National Health Policy to 2030 “Peru, Healthy Country”, guaranteeing the population’s access to quality comprehensive health services and the effective exercise of the right to health. The sector’s competencies include, among others:

• People’s Health and health insurance.
• Epidemics and sanitary emergencies.
• Environmental health and food safety.
• Sanitary intelligence.
• Pharmaceutical and sanitary products, medical devices, and pharmaceutical establishments.
• Human resources in health.
• Health infrastructure and equipment.
• Research and health technologies.

Deadlines and roadmap

The decree establishes a work schedule managed by the Office of Organization and Modernization of the General Office of Planning, Budget, and Modernization, which must present to the Ministerial Office:

• Within 60 calendar days of the issuance of the regulation, a report with the analysis of the administrative, organizational, and management situation.
• Within 90 calendar days, a report detailing the reform measures to be applied and the proposal for a new organic structure.

The conclusions and recommendations of both reports must be previously agreed upon with the Senior Management bodies. The organizational units of Minsa, as well as its programs and attached public agencies, are required to provide technical assistance and timely responses to the requests issued by the Office of Organization and Modernization.

Financing and publication

The implementation of the reorganization is financed through the institutional budget of Minsa, without demanding additional resources from the Public Treasury. The decree was published on the Single Digital Platform of the State (www.gob.pe) and on the ministry’s digital site (www.gob.pe/minsa) on the same day as its publication in the official gazette, and was issued at the Government House, in Lima, on September 8, 2026.

The reorganization of Minsa is one of the most far-reaching measures of the sector this year, as it affects all health services that depend on the State and the citizens who use them. The result of the review, which must be materialized in a new organic structure within three months, will define the system’s capacity to respond in a timely manner to the needs of the population and close the identified institutional gaps.
