Getafe and the Social Housing Agency agree on the management of 45 apartments

The Social Housing Agency of the Community of Madrid and the Getafe City Council have signed an agreement, dated July 22, 2026, to transitionally regulate the management of the building containing 45 social integration homes located on Avenida de las Ciudades in Getafe. The agreement, signed by the director-manager of the Agency, Eusebio González Castilla, and the mayor of Getafe, Sara Hernández Barroso, is published in the Official Gazette of the Community of Madrid number 200, dated August 22, 2026 (official reference BOCM-20260822-14).

The agreement extends the collaboration that had existed since November 25, 2013, when the then IVIMA (current Social Housing Agency) transferred the use of the building to the city council to assist people in situations of social emergency. That agreement expired on April 18, 2025, the date on which the Agency acquired full ownership of the property, without the allocated families having yet achieved a definitive housing solution.

An orderly transition toward assisted living

The objective of the new agreement is for the current occupants, temporary assignees of the City Council due to social emergency, to vacate the homes as soon as they secure a definitive alternative, whether by accessing the private market or being allocated public housing. Once vacated, the building will be designated for assisted living for the elderly, a use that the city council considers necessary for the municipality and in accordance with the General Urban Development Plan.

To this end, the Agency makes the homes listed in Annex I available for the agreement—which are currently illegally occupied and subject to open possessory recovery proceedings—so that, as they are vacated, they can be allocated to the legitimate families of the property. The General Directorate of Housing Aid and Access will collaborate in the information and monitoring of allocation requests, within the framework of Decree 52/2016, of May 31, which regulates the Social Emergency Housing Park.

Obligations and commitments of the parties

The Getafe City Council maintains the comprehensive management of the property, the surveillance of the building, and the payment of an annual fee of 12,000 euros, adjustable according to the CPI. Its main obligations include:

  • Evicting the occupants of the three homes that are in an illegal situation at the time of the signing of the agreement.
  • Transferring two occupant families to municipal-owned housing, following refurbishment and according to the composition of each family unit.
  • Assuming ordinary maintenance, expenses and taxes derived from use, and repairs attributable to the occupants.

For its part, the Social Housing Agency will recover possession of the dwellings progressively as they are vacated, will assume surveillance of those already empty, and will carry out the necessary repairs to maintain habitability. The agreement generates no additional cost for the Agency.

Validity, monitoring, and control

The agreement will remain in effect until all occupants leave the property and, in any case, for a maximum of two years from its signing, extendable for another two. A Monitoring Commission will be established, consisting of six members—three from each party—with rotating presidency and secretariat every six months, which will meet at least once every semester to report on the possessory recovery processes.

The agreement will be published on the Transparency Portal of the Community of Madrid and that of the Getafe City Council, and disputes will be submitted to the Contentious-Administrative Courts of Madrid. The annexes list 35 dwellings with recovery procedures underway, 29 legitimate occupant families, and 12 empty dwellings, walled up and under periodic police surveillance.

The relevance of this agreement lies in the fact that it guarantees that families in a situation of social emergency are not left unprotected by the change in ownership of the building, while organizing the transition toward the use of sheltered housing for the elderly, a facility that Getafe considers a priority for its residents.
