Gernika-Lumo has called for development cooperation grants

Gernika-Lumo City Council has approved the call for grants for cooperation projects for development for 2026, through an agreement reached by the Local Government Board in its session on July 23. The call was published in issue number 157 of the Official Gazette of Bizkaia on August 19, 2026, and authorizes an expenditure of 51,367.11 euros. The agreement was signed by Mayor José María Gorroño Etxebarrieta on August 5.

Purpose of the call and beneficiaries

The purpose of the call is to co-finance actions to be promoted in developing countries, conflict zones, or refugee and displaced persons camps, in accordance with the principles, objectives, and priorities provided for in Law 3/2024, regarding cooperation and solidarity of the Basque Autonomous Community. The actions are classified into four sections:

  • Development projects.
  • Awareness, education for development, and fair trade projects.
  • Humanitarian aid for emergencies.
  • Reception programs.

Beneficiaries will be non-profit and properly registered NGOs and organizations that have existed for at least one year and whose activity aligns with the purpose of the call. Organizations that are subject to any of the causes provided for in Article 13 of Law 38/2003, Law 4/2005, and Organic Law 3/2007 may not participate, nor may those with objectives contrary to the principle of equality.

Budget and amounts

The call allocates a maximum of 49,703.54 euros for the 2026 fiscal year, from budget item 8 2301 49000. The individualized amount of each subsidy cannot exceed 10,000 euros, nor can it be higher than the amount requested by the organization, and there shall be no over-financing of the project. The grants are compatible with those granted by other organizations, provided that no over-financing occurs.

Application procedure and deadlines

The period for submitting applications will be fifteen business days, starting from the day following the publication of the summary of the call in the Official Gazette of Bizkaia. Applications must be submitted electronically through the electronic office at www.gernika-lumo.eus, and must include the following documentation:

  • Application form, according to the model provided by the City Council.
  • Signed declaration of responsibility.
  • The organization’s statutes, justification of registration, and the authorization of the signatory.
  • Balance sheet of accounts from the previous year and projects from the last five years.

The instruction will be carried out by the Department of Social Action, and the granting or denial will be done through an agreement of the Local Government Board, based on the proposal of the information committee in the area of Social Action. The maximum period for resolution and notification will be six months, counting from the end of the application submission period.

Evaluation criteria

Projects will be evaluated under a public competition regime, according to a 100-point scale, and a minimum of 40 points must be obtained to receive funding. Development projects will receive 60% of the share, awareness and education projects 10%, and humanitarian emergency aid and reception programs 15% each. Under no circumstances will aid exceeding 75% of the project’s total be granted.

This call provides an opportunity for non-profit entities and associations in Gernika-Lumo to finance their cooperation initiatives, and reaffirms the Council’s commitment to strengthening the local solidarity network, including projects to be implemented from 2026 until September 2027.
