Generalitat announces eight million in residential grants for disability and mental health

The Department of Social Services, Family and Childhood has announced the 2026 personal grants for specialized residential care for people with disabilities or serious mental health problems, with a budget of 8,000,000 euros. The resolution was signed on September 14, 2026, by the regional minister Elena Albalat Aguilella and published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10455, dated September 21, 2026. The deadline for submitting applications is November 30, 2026.

The call is based on the regulatory bases established in Annex I of the Resolution of April 21, 2026, of the Department of Social Services, Family and Childhood (DOGV no. 10349, dated 04.24.2026), and is processed under a competitive bidding regime. This line is planned on an annual basis in the 2024-2026 Strategic Grant Plan, which includes line S0279 “PEI Financial benefit for specialized care in residences,” with the aim of promoting inclusion, social integration, autonomy, and the personal development of people with disabilities.

The procedure is issued by virtue of the competence attributed by article 160.4.b) of Law 1/2015, of February 6, on public finance, the instrumental public sector, and grants, and by article 8 of Decree 16/2025, of December 3, of the President of the Generalitat. The summary of the call is published with the identification number BDNS 925004.

Financing and aid modalities

The grants will be awarded from the Generalitat budgets for 2026, approved by Law 4/2026, of July 22 (DOGV 10425, dated 08.10.2026), section G0116, service 03, budget program 313D00 People with disabilities, chapter IV. The breakdown of the allocation is as follows:

• Total allocation: 8,000,000 €.
• Unconditional own funds: 0.00 €.
• Conditional own funds: 4,000,000 €.
• External contribution: 4,000,000 €.
• Maximum planned expansion through supervening credits: 1,600,000 €.

Only specialized residential care activities carried out within the calendar year of the call may be subsidized. The application forms provide for three types of aid: care in residences, care in assisted living sheltered housing (extensive support), and care in supervised living sheltered housing (limited or intermittent support).

Deadline, requirements, and submission

Applications may be submitted from the day following the publication of the extract in the DOGV until November 30, 2026, in order to address needs and unforeseen causes throughout the fiscal year. The electronic channel is organized through the electronic office of the Generalitat (procedure G108247), using one’s own electronic signature or that of a representative; in-person submission at the registration offices of the territorial directorates of the department and sending via certified mail in an open envelope are also possible.

The required documentation includes:

• Health report and social report determining the need for the subsidy.
• Certificate from the entity owning or managing the residence confirming the existence of a vacancy and its monthly cost, or the admission date if already residing there.
• Application for recognition of dependency status or a responsible declaration stating that it will be requested during the year of the call.
• Authentic copy of the judicial resolution designating a tutor or curator, when support measures exist.
• Responsible declarations and authorizations to consult tax and Social Security data.
• Bank account direct debit registration (Annex II) in the case of a new recipient or change of account.

The subsidies are incompatible with other aid for the same purpose and are subsidiary in nature. The sole granting criterion is the date of submission of the application with complete and correct documentation; in the event of a coincidence in date and time, the lowest income level will be prioritized.

Resolution, justification, and control

The maximum period to resolve and notify is three months from the entry of the application into the registry; expiration without a published resolution legitimizes the understanding that it has been dismissed by administrative silence. It is the responsibility of the head of the territorial directorate of the department competent in social services to resolve, following a report and proposal from the evaluation commission. Against the resolution, which ends the administrative process, an appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.

Justification is carried out monthly via an invoice for the residential care expense and, in any case, before January 15, 2027. Beneficiaries are exempt from providing prior guarantees when the amount does not exceed 6,000 euros, and the annual control plan will be applied to a minimum sample of 10% of the subsidized files.

The call is aimed at people with disabilities or serious mental health problems who need a residential place or supported housing and cannot afford it, and it reinforces a subsidiary benefit compared to other public aid. The distribution of 8,000,000 euros, with four million from external contributions, conditions the effective coverage of an especially vulnerable group during the 2026 fiscal year.
