Freezing of Mohamed Hattay's assets for six months by ministerial decree

The Minister of the Interior and the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty have ordered the freezing of the funds and economic resources of Mr. Mohamed HATTAY, born on November 8, 1991, in Strasbourg (67), for a period of six months. The decision was made by decree on September 16, 2026, based on articles L. 562-2 et seq. of the monetary and financial code. It is published in the Official Journal of the French Republic on September 20, 2026 (JORF n°0220), under the reference NOR ECOT2624242A.

The measure does not only target the natural person: it extends to the funds and economic resources held or controlled by legal persons and any other entity themselves held or controlled by Mr. Mohamed HATTAY, or acting knowingly on his behalf or on his instructions. The freeze takes effect from the publication of the extract in the Official Journal, making it immediately enforceable against the concerned establishments and operators.

An interministerial decree based on the monetary and financial code

The text is signed jointly by the two ministers, a standard co-signature for national asset-freezing measures. Its official characteristics are as follows:

What the freeze concretely prohibits

The decree produces two distinct effects, both limited to six months:

  • the freezing of funds and economic resources that belong to, are possessed, held or controlled by Mr. Mohamed HATTAY;
  • the freezing of funds and economic resources of legal persons or entities held or controlled by the person concerned, or acting knowingly on his behalf or on his instructions;
  • the prohibition of the direct or indirect provision or use of funds or economic resources for the benefit of this person and the entities they control, hold, or which act on their behalf;
  • a duration of six months from the publication of the extract in the Official Journal of the French Republic.

A series of asset freezes since August

The decision is part of a succession of comparable measures published in recent weeks:

  • Mr. Ali HATTAY, born on March 6, 1990, in Strasbourg (67), by decree of August 12, 2026, published in JORF No. 0195 of August 22, 2026 (NOR ECOT2621964A);
  • Mr. Saad JOUINI, Mr. Serhat ELMA, and Ms. Ahlem FAKIH, by decrees of September 9, 2026, published in the JORF of September 11, 2026;

  • Mr. Adonis, Mehdi, Wanis BAITAR and Mr. Ilman DAGIEV, by decrees of September 16, 2026, published in the JORF of September 19, 2026.

Appeals available within two months

The decree specifies the methods and deadlines for challenge, available within two months from its notification:

  • an informal appeal addressed to the Minister of the Interior, Directorate of Public Liberties and Legal Affairs, Place Beauvau, 75800 Paris Cedex 08, or to the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty, 139, rue de Bercy, 75572 Paris Cedex 12, teledoc 233, liste-nationale@dgtresor.gouv.fr;
  • a contentious appeal before the Administrative Court of Paris, 7, rue de Jouy, 75181 Paris Cedex 04.

For banks, financial institutions, and economic operators, publication constitutes an immediate obligation of compliance: any act of disposal or making available for the benefit of Mr. Mohamed HATTAY or the targeted entities is prohibited for six months, otherwise they shall incur liability under the national asset-freezing mechanism.
