Garafía publishes its 2026-2028 collective labor agreement

The Official Gazette of the Province of Santa Cruz de Tenerife (number 110, dated September 14, 2026) publishes the 2026-2028 Collective Agreement for the labor personnel of the City Council of the Villa de Garafía, following its registration and deposit in the Registry of collective agreements and labor accords of the General Directorate of Labor of the Ministry of Tourism and Employment of the Government of the Canary Islands. The resolution, electronically signed on September 4, 2026, by the Director General of Labor, José Ramón Rodríguez Albertus, orders the publication of the full text in the official gazette.
The agreement, negotiated under Organic Law 11/1985 on Trade Union Freedom and articles 82 and 83 of the Recast Text of the Workers’ Statute (Royal Legislative Decree 2/2015), applies to all labor personnel of the City Council regardless of their contracting modality. It will enter into force the day after its approval by the Municipal Plenary and will remain in effect until December 31, 2028, with an automatic year-to-year extension if not denounced.
Scope and working conditions
The text establishes a general workday of 35 hours per week, with a schedule from Monday to Friday from 8:00 to 15:00 and a flexible window from 9:00 to 14:30. Two extraordinary payments are recognized (June and December), a salary review clause in accordance with the General State Budgets, and the payment of 100% of remuneration from the first day of temporary disability.
- Group I (Higher Grade Technician): base salary of €1,202.33.
- Group II (Middle Grade Technician, Nurse): €1,087.36.
- Group III (Administrative, IT Technician, Drafter): €951.42.
- Group IV (Administrative Assistant, Driver, Skilled Worker): €927.93.
- Group V (Subordinate, Laborer, Cleaner, Geriatric Caregiver): €821.83.
Stability and development plans
The agreement provides for the acquisition of permanent labor personnel status for those who have occupied the same temporary position for more than three years, through a competitive examination process. It also provides for the creation of the Job Position List within six months, with economic equalization between labor personnel and civil servants.
The additional provisions set deadlines for approving various regulations and plans:
- Equality Plan and Workplace Harassment Protocol: three months.
- Training Plan, Social Action Plan, Productivity Regulations, Teleworking Regulations, and Regulations for Subsidies to Trade Union Sections: six months.
Trade union rights
A time credit of 20 monthly hours per union representative is recognized, along with an annual grant of 150 euros per delegate, a union office, and up to 30 annual hours for assemblies. Furthermore, the right to digital disconnection and protection against workplace and sexual harassment are guaranteed.
The publication of this agreement provides legal certainty to the municipal workers of Garafía, whose working conditions, remuneration, and rights will be uniformly regulated until 2028, within a collective bargaining framework reinforced by the Joint Commission and the Negotiation Table for contractual staff.
