Por FactBox Admin

The General Directorate of Public Service has approved the final list of candidates admitted and excluded from the selective tests for the change of legal status of the forest firefighters of La Rioja and has set the date for the examination. Resolution 2473/2026, of September 30, published in the Official Gazette of La Rioja no. 190, of October 2, 2026, summons the candidates on November 5, 2026, at 6:00 PM at the IES Duques de Nájera, located at calle Duques de Nájera no. 100 in Logroño. The process affects two bodies: the Body of Facultative Assistant Forest Firefighter Scale (CR.16/26) and the Body of Facultative Auxiliary Forest Firefighter Scale (CR.17/26).
The change of legal status is supported by the twenty-seventh additional provision of Law 9/2023, of May 5, on the Public Service of the Autonomous Community of La Rioja, introduced by Law 6/2024, of December 27, which allows permanent labor personnel performing functions specific to civil servant bodies to become career civil servants. The framework is completed by the agreement of the Sectoral Table of General Services Personnel and the Works Council of July 31, 2026, ratified by the Governing Council on August 25, 2026.
The call for applications was approved by Resolution 2095/2026, of September 2, of the Ministry of Finance, Public Governance, Digital Society and Government Spokesperson (BOR no. 170, of September 4), and the provisional list was published on September 17 (BOR no. 179). The final resolution bears the secure verification code BOR-A-20261002-II–1122 and the file number 202609300124718, and is signed by the Director General of Public Service, Ángel Sainz Yangüela.
Eight admitted in body C1 and 73 in C2
Annex 1 details the final list for process CR.16/26, corresponding to subgroup C1, with 8 people admitted and 1 excluded. The admitted candidates are:
- Roberto Benito Fraisoli
- Alberto Figueras Ortiz
- Eduardo Galán Saez
- Rubén Galán Saez
- Antonio Martínez Rubio
- Ramón Rosas Soto
- Ángel Sánchez Blasco
- Raúl Villoslada Saez
The only exclusion from this process is that of Javier García Saez, due to cause 46.
Annex 2 contains process CR.17/26, of subgroup C2, with 73 people admitted and 5 excluded. The exclusions affect David Barrio Hernáez, Javier Diez Iturricastillo, Ales Kronika Hlavacek, Mirlo Martín Castellanos, and Miguel Ruiz-Bazán Martínez, all due to cause 46.
Sole cause for exclusion and origin requirements
Cause 46, applied to the six excluded individuals, consists of “not meeting the requirement of base 2.2 of the call for applications.” The positions originate from specific professional categories of permanent labor personnel:
- CR.16/26: group D, 1st Class Officer by Appointment (Fire Prevention and Extinction), with a High School or Technical degree and a fee of 7.64 euros.
- CR.17/26: group E, Specialized Operator (Standby Teams) and Specialized Operator (Fire Engine Driver’s Assistant), with a Compulsory Secondary Education qualification and a fee of 5.72 euros.
The process is resolved with a competitive examination phase (oposición) that provides 60% of the score and a merit-based phase (concurso) that provides 40%. The examination exercise is a single multiple-choice test: 50 questions with three alternative answers in process C1 and 40 questions in C2, with five reserve questions in both cases and no penalty for incorrect answers.
Mandatory identification and appeal process
All applicants must attend the exercise provided with a national identity document, driver’s license, or passport that proves their identity beyond doubt. This resolution does not exhaust the administrative route: an administrative appeal (recurso de alzada) may be filed before the Minister of Finance, Public Governance, Digital Society, and Government Spokesperson within one month from the day following its publication, in accordance with article 45 of Law 4/2005, of June 1, and articles 112.1, 121, and 122 of Law 39/2015, of October 1.
The publication of the final list closes the application verification phase and starts the countdown to the exam. For the 81 admitted applicants, the test on November 5 is the decisive step toward becoming a career civil servant, which will entail the automatic termination of their permanent employment contract effective the day before taking office. Those who do not pass the process will maintain their status as permanent contractual staff, with the same professional classification and qualification group.
