Public Service announces competition 102/2026 for C1-01 administrative staff in the Generalitat

The General Directorate of Public Service has announced ordinary competition number 102/2026 for the filling of vacant civil service positions within the C1-01 body, the administrative body of the Generalitat. The resolution, signed on September 18, 2026, by the Director General Vicente Serra Martínez, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10455, dated September 21, 2026, under reference DOGV-C-2026-29663. Interested parties have fifteen business days, counting from the day following the publication, to submit their application.
The call is based on articles 110 and following of Law 4/2021, of April 16, on the Valencian public service (LFPV), and on articles 38 and following of Decree 3/2017, of January 13, of the Consell, which approves the Regulations for the selection, filling of job positions, and mobility of the Valencian public service personnel. The announced positions appear in the job position lists approved by the Resolution of July 16, 2025, of the Minister of Justice and Public Administration (DOGV 10154, of July 18, 2025), and by the Resolution of March 11, 2026, of the Minister of Economy, Finance and Public Administration, and are included in the 2025 public employment offer, currently under execution.
Annex I of the resolution lists the offered destinations, distributed among the ministries and agencies of the Generalitat across the three provinces, from territorial directorates and central services to educational centers, regional agricultural offices, and entities such as IVASPE or the Valencian Agency for Agricultural Promotion and Guarantee. The list occupies nearly the entire bulletin, from page 11 to 80.
Who can participate and how to apply
- Career civil servants of the Generalitat Administration integrated into the C1-01 body in accordance with Law 4/2021, of April 16, may apply.
- Personnel with a permanent destination must prove a minimum of two years in the position obtained on a permanent basis, except for the exceptions in article 114 of the LFPV.
- Participation is either voluntary or compulsory: the latter applies to personnel on compulsory leave, awaiting destination, and on provisional assignment, who must apply for at least the positions in their locality or the one they occupy provisionally.
- Personnel from other public administrations may only opt for open positions (AP), providing a certificate from their administration of origin.
- Excluded, among others, are those who are under a final suspension, sanctioned with a merit reduction, or under a compulsory transfer with a change of locality for the duration of the sanction.
The application, including a self-assessment of merits and an indication of the positions in order of preference, shall be submitted through the Generalitat’s electronic registry, under the “Public Employment” section, indicating call number 102/2026.
Scale: up to 50 points
The assessment is governed by type 3 scale of Order 12/2017, of June 26, and cannot exceed 50 points:
- Seniority and membership in the body: maximum 20 points, at a rate of 0.04 points per full month, with a cap of 10 points for each concept.
- Professional career: maximum 5 points, according to the recognized level of professional development (from 1 to 4 points for levels I to IV) and 1 point per personal grade equal to or higher than that of the position.
- Training: maximum 20 points, with up to 3 points for academic qualifications, 7 for courses received or taught, 7 for knowledge of Valencian, and 3 for community languages.
- Performance in positions with equal or higher destination supplements: maximum 5 points, at a rate of 0.1 points per full month and 0.05 points if served on a special assignment (comisión de servicios).
Tie-breaking, assessment committee, and deadlines
The tie-breaking clause favorable to women is not applicable, as the proportion of active women in the body exceeds 40% on the date of publication. Ties will be resolved in the following order: disability greater than 33%; higher score in training, membership in the body, seniority, professional development level, and performance; and, lastly, alphabetical order of surnames starting with the letter P, according to the draw of January 12, 2026.
The assessment committee, constituted based on parity criteria, is composed of María Dolores Carcelen González (chair), Vicente Abarca Soliva, Ángel Genoves Esparza, and Josefa Valverde Enguidanos (members), and Clara Pla Azanza (secretary member). The alternates are Joan Vicent Pitarch Pérez, M.ª Adoración Albuixech Herrandis, María Elena Monerris Martin, Jorge Sánchez Antunez, and Marina Talavera Ballester.
Applicants will have five business days to file claims. The General Directorate of Public Service will issue the final resolution within a maximum period of six months from publication and will publish it in the DOGV, which shall serve as notification. An appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months.
The competition opens a horizontal mobility route for thousands of officials in the Generalitat’s administrative body, who may change their destination and location without undergoing a selection process, with seniority, training, and Valencian as the main scoring levers.
