Fuentesaúco approves the ordinance regulating the use of the municipal sports hall

The Fuentesaúco City Council has definitively approved the ordinance regulating the use of the Municipal Pavilion and the fiscal ordinance regulating the deposit for its use, according to the announcement published in the Official Gazette of the Province of Zamora number 97, dated August 21, 2026. The decision, adopted by the Plenary after no allegations were presented during the public information period, provides for the first time a legal and fiscal framework for a municipal facility that until now lacked regulation.

The file, signed by the mayor on August 19, 2026, is based on Law 7/1985, on the Bases of the Local Regime, RDL 2/2004 on Local Treasuries, and RD 1372/1986 on Assets of Local Entities. The initial approval was agreed upon in an ordinary plenary session held on August 26, 2025, and the text was published in BOP number 99 prior to its definitive approval.

Deposits and rates according to the type of use

The fiscal ordinance sets the amount of the deposits required from users based on the mode of use, with the delivery of keys outside of ordinary opening hours (Monday to Friday, from 16:00 to 20:00 hours):

• Season (October to May): deposit of €200, with the return of keys within five business days from the end of the period.
• Monthly: deposit of €50 per month, with the return of keys within the first two business days of the week following the month of use.
• Weekend: deposit of €30, with the return of keys on the immediately following Monday.

The deposit is returned in full if the facilities are in good condition and the keys are returned on time; in case of damage or delay, the City Council retains it and may claim additional damages. Payment must be made at the municipal offices when formalizing the reservation.

Use priorities and applications

Applications must be submitted at least five business days in advance and include the name and ID (DNI) of the applicant, activity, date and time, and number of participants. Within ordinary hours, preference is given to:

• Local associations.
• Sports clubs.
• Groups of more than 8 people.

Outside of ordinary hours or on weekends, attention is provided in order of application. For uses involving minors, the application must be processed by a responsible adult, who must directly supervise the minors outside of ordinary hours.

Sanctioning regime

The ordinance defines as infractions failing to respect the schedule, non-compliance with the reservation and key handover procedure, causing damage to facilities or equipment, or violating safety and minor supervision rules. Infractions are classified as minor, serious, and very serious, and may result in the total or partial retention of the deposit, a temporary ban on the use of the pavilion, or the requirement to repair damages at the responsible party’s expense.

The sanctioning procedure is initiated by the competent body of the City Council, guarantees the right to a hearing for the alleged offender in accordance with articles 53 to 55 of Law 39/2015, and its resolutions, which must be reasoned, may be appealed through administrative and contentious-administrative channels.

Relevance for residents

With this approval, the Fuentesaúco City Council provides legal certainty and transparency to a sports facility widely used by local associations and clubs, establishing clear rules for access, conservation, and responsibility. The entry into force of both ordinances, which will be applied in a coordinated manner, represents a step toward guaranteeing equal access for residents and the protection of municipal heritage.
