The City Council of Fuente de Pedro Naharro (Cuenca) has approved the rules and the call for the establishment of an administrative job bank, intended for the hiring of full-time temporary contractual staff. The decision was adopted via Mayoral Resolution No. 2026-0192, dated August 21, 2026, and is published in the Official Gazette of the Province of Cuenca number 98, dated August 26, 2026 (reference no. 2036).

The deadline for submitting applications will be ten business days, counting from the day following the publication of the announcement in the provincial gazette. The call is governed by an open competition system, consisting of a single merit assessment phase, and the rules will also be disseminated on the municipal electronic office and on the council’s notice board.

Purpose and functions of the position

The job bank is created to cover temporary contracts in the administrative category, provided that any of the circumstances provided for in Article 11 of the revised text of the Law of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015, of October 30) occur: vacant positions, temporary substitution of holders, execution of temporary programs, or excess and accumulation of tasks.

The functions to be developed include the processing of municipal files, in-person and telephone public service, registration of documentation, management of urban planning and activity licenses, support for the Municipal Audit Office, assistance with the municipal census, and the processing of subsidies.

Requirements and submission of applications

Applicants who meet the requirements set forth in the third rule may participate, including:

  • Being Spanish or meeting the conditions of Article 57 of Royal Legislative Decree 5/2015.
  • Being at least 16 years old and not having reached the compulsory retirement age.
  • Holding a High School Diploma (Bachiller) or Technical degree (or its equivalent according to Order EDU/1603/2009).
  • Not having been dismissed from the service of any Public Administration nor being disqualified.

Applications may be submitted in person at the General Registry of the City Hall (calle José Antonio Balenchana Valdés, 7, Monday to Friday from 8:30 to 13:30 hours), electronically through the electronic office (https://fuentedepedronaharro.sedelectronica.es) or through the channels established in Article 16 of Law 39/2015. Along with the application, the DNI, qualification, employment history, and, where applicable, certificates of training and knowledge of computer programs must be provided.

Merit scale and operation

The process will take place in a single competition phase, with a maximum of 45 points:

  • Professional experience (up to 30 points): services as an administrator in Public Administration (0.1 points/month), in private entities (0.05), as an administrative assistant (0.05 in public and 0.025 in private), and other positions with an equal or higher qualification (0.1).
  • Training (up to 15 points): knowledge of programs such as Gestiona (4 points), ATMContaNet, ATMNomiNET, and ATMGTNet, plus training courses related to the position.

The pool will have a validity of two years or until it is exhausted due to the resignation of all its members. Calls will be made by telephone and email respecting the order of precedence, with a maximum period of 24 hours to accept the offer; anyone who declines will move to the last place on the list. Hiring resulting from this process will not lead to the recognition of the status of interim or career civil servant.

Relevance of the call

This employment pool represents an opportunity for access to public employment for the residents of Fuente de Pedro Naharro and the region, as it is a free competition process in which the experience and training of the applicants are valued. The call, signed by the mayor Ms. Elena Clemente Fernández, reinforces the council’s ability to cover temporary administrative personnel needs in an agile and transparent manner over the next two years.
