Fuensanta de Martos approves the decorations regulations for its Local Police

The City Council of Fuensanta de Martos (Jaén) has made final the Internal Regulations for Decorations, Honors, and Distinctions of the Local Police, as no claims were submitted during the public exhibition period. The regulation, initially approved by the Plenary, is published in the Official Gazette of the Province of Jaén number 171, dated September 3, 2026 (reference 2026/3983), in compliance with article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

The regulation creates a system of recognition to stimulate behaviors that result in service to citizens, and grants the municipal Plenary, as the highest body of political representation, the power to grant, deny, or modify the distinctions. The regulation adheres to Organic Law 2/1986, on Security Forces and Corps; Law 6/2023, of July 7, on Local Police of Andalusia; and laws 39/2015 and 40/2015, among others.

The created distinctions

The regulation establishes three recognitions, which will be delivered in a solemn act held every year on the first Saturday of October, due to its proximity to the Corps Day:

• Municipal Medal for Police Work, for those who demonstrate exceptional courage, selflessness, and efficiency with risk to their physical integrity, or intervene in events of special significance; it may be granted posthumously.
• Medal for Merit of the Local Police, for officers who intervene in events of special significance or who prove one, two, or three decades of service.
• Public Commendation from the Plenary, for actions notably outstanding from the normal level of service.

Requirements and procedure

To be eligible for the medals, it is required that the person has not been convicted by a final judgment for an intentional crime nor sanctioned by a final ruling for an administrative offense, unless cancelled. Proposals correspond to the Mayor’s Office or delegated councilor (Municipal Medal), the Chief of the Local Police (Medal for Merit), and the Public Security area (Plenary Commendations), with a reasoned submission to the Plenary.

The granting of awards to officers does not prevent the submission of a written request to the Regional Ministry of Governance of the Junta de Andalucía to request the Medal for Merit of the Local Police of Andalusia, regulated by Decree 98/2006, of May 16, when the service is of exceptional relevance.

Use and loss of distinctions

Decorations shall be worn on the upper left quadrant of the gala, semi-gala, or grand gala uniform on designated days such as the Patron’s Day, Holy Week, September 24 (patron saint), and October 12. Annex I details the characteristics of each medal, with a blue and white bicolor ribbon for the Municipal medal and a police checkerboard for the Merit medals, with bronze, silver, gold, or white clasps depending on the years of dedication.

Those who are dismissed from service or suspended for three or more years shall lose their decorations, following a reasoned proposal from the Mayor’s Office and ratification by the Plenary, with a maximum resolution period of six months. An administrative appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Andalusia based in Granada, within a period of two months.

The regulation, signed by Mayor Antonio Navas Espinosa on August 19, 2026, provides a stable and public framework for the recognition of the officers’ work, reinforces the institutional image of the municipality, and aligns its distinctions with the merit scale of the Local Police forces of Andalusia.
