Frías de Albarracín sets the annual waste collection fee at 50 euros

The Plenary of the Entity of Frías de Albarracín has definitively approved the modification of Fiscal Ordinance No. 1 regulating the fee for the provision of the garbage or urban solid waste collection service, which sets the annual fee at 50 euros for homes, shops, bars, and small industries. The plenary agreement, dated July 29, 2026, is published in the Official Gazette of the Province of Teruel No. 179, of September 18, 2026, with the official reference 2026-2677. The new rate will enter into force upon the full publication of the regulation and will be applicable from the following January 1st.

Definitive approval after the public exhibition process

The modification was automatically elevated to definitive status as no claims were filed during the public exhibition period of the provisional plenary agreement. The full text is made public for general knowledge and in compliance with Article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

The regulation modifies Article 6 and the final provision of the ordinance, which regulates the fee for the provision of the garbage or urban solid waste collection service in the municipality.

Annual tax quota

Article 6 is drafted with a uniform annual tax quota of 50 euros, without distinction of brackets, according to the nature and purpose of the properties:

• Private homes: 50.00 euros per year.
• Collective accommodation (hotels, inns, residences, and similar): 50.00 euros per year.
• Shops: 50.00 euros per year.
• Restaurants, cafes, and bars: 50.00 euros per year.
• Small industries: 50.00 euros per year.

Entry into force and appeals

The final provision establishes that the modification will enter into force at the moment of its full publication in the Official Gazette of the Province and will be applicable from the following January 1st, remaining in effect until its express modification or repeal.

Against the agreement, in accordance with Article 19 of the Recast Text of the Law Regulating Local Treasuries, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Aragon, based in Zaragoza, within two months from the day following the publication of the announcement, in accordance with Article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

The measure affects all residents and businesses in the municipality, who, starting from the next fiscal year, will pay a single fee of 50 euros for waste collection, regardless of the activity or the type of property. The publication in the official gazette closes the municipal processing and opens the period for a possible judicial challenge of the ordinance.
