Por FactBox Admin

The City Council of Foz has moved forward with the appointment of two cleaner positions as permanent labor staff after one of the proposed candidates submitted her resignation. The resolution, signed by Mayor Francisco Cajoto Caserío on September 28, 2026, was published in the Official Gazette of the Province of Lugo (BOP Lugo) no. 228, on October 6, 2026, under reference R. 2636. The agreement declares the first candidate from the reserve list approved and sets a deadline of 20 business days to justify the entry requirements.
A competitive examination process with two positions
The resolution is based on the rules approved by mayoral resolution on October 2, 2025, which govern the provision through competitive examination of two cleaner positions for the City Council of Foz, as permanent labor staff, full-time and with the position code RPT 4019. The administrative file is 2276/2023, processed through the Personnel Selection and Position Provision procedure.
The Qualifying Tribunal issued the minutes with the final qualifications and proposed that the Mayor’s Office appoint the two people with the highest scores, in order of qualification. To comply with the provisions of rules 12 and 13, the tribunal also established an employment list intended to cover vacancies or substitutions in the same position.
Resignation of a candidate and advancement of the reserve list
The tribunal’s initial proposal included Eva María Palacios Arceo and María Adelaida Vilar Varela. However, the former submitted her resignation, registered under number 2026-E-RC-4712, while the latter provided the corresponding documentation under registration number 2026-E-RC-5050.
In view of the resignation, and in accordance with the twelfth rule of the general rules, the Mayor’s Office resolved:
- To declare the first candidate from the reserve list, Jennifer García Ramos, approved.
- To update the reserve list, which is now headed by Claribel Figueredo Oropesa.
The reserve list initially proposed by the tribunal consisted of Jennifer García Ramos (1st) and Claribel Figueredo Oropesa (2nd).
Publication, deadlines, and definitive appointment
The resolution orders its publication on the notice board of the City Council of Foz, on the municipal website www.concellodefoz.es, on the digital notice board of the electronic office, and in the BOP of Lugo. The text reminds the proposed candidates that they must present, within 20 business days, the documentation indicated in the fourteenth rule of the general rules, to justify compliance with the requirements for entry into the local public service and for the convened position.
Once the fulfillment of the requirements has been documentarily justified, the Mayor’s Office will issue the resolution appointing the proposed candidates as permanent contractual staff. The resolution invokes article 21 of Law 7/1985, of April 2, regulating the bases of the local regime, and article 3.2 of Royal Decree 128/2018. The document is also signed by the acting secretary, María Luz Balsa Rábade.
Impact for the municipal service
The publication consolidates the filling of two structural cleaning positions in the Foz City Council and activates the reserve list, a mechanism that allows vacancies or substitutions to be filled without repeating the entire selection process. For the applicants who passed the tests without obtaining a position, the resolution opens the path to access a permanent post as resignations or new needs arise within the service.
