Formentera announces a social worker position as a career civil servant.

The Island Council of Formentera has called the selective tests to fill, through the general-access track and as a career civil servant, one social worker post included in the 2024 public employment offer (OPE). The agreement was adopted by the Governing Board in an ordinary session on 31 July 2026 and was published in the Official Gazette of the Balearic Islands (BOIB) number 101, of 13 August 2026, with document number 8161. The call will also be published in the BOE, at which point the application period will begin.

The post, which corresponds to the Special Administration scale, technical subscale, group A2, forms part of the Council’s staffing establishment and is vacant or temporarily covered by interim staff. The process will be governed by the approved specific rules, which apply, among other regulations, Law 4/2022 on island councils, the consolidated text of the Basic Statute of Public Employees (TREBEP) and Law 20/2021 on urgent measures to reduce temporary employment in the public sector. The President of the Council, Óscar Portas Juan, electronically signed the rules on 11 August 2026.

Requirements and submission of applications

To take part, the following requirements must be met by the date of the end of the application submission period:

  • Hold Spanish nationality, nationality of a member state of the European Union or of a state with free movement of workers, subject to the legal exceptions.
  • Hold the degree in Social Work or an equivalent qualification, in accordance with article 76 of the TREBEP.
  • Certify knowledge of the Catalan language at level B2 or higher, in accordance with Decree 11/2017.
  • Have paid the examination fees, set at 24 euros; persons in a situation of unemployment, large families and persons with a disability of 33% or more are exempt.

Applications may be submitted at the Council’s electronic headquarters (ovac.conselldeformentera.cat) or in person at the Citizens’ Assistance Office of Formentera, at carrer de Ramon Llull, 6, in Sant Francesc. The deadline will be twenty working days, counted from the day after the call is published in the BOE.

A competitive examination process with two phases

The selection system will be a competitive examination with merit assessment, with a maximum of 100 points: 60 for the examination phase, which is eliminatory, and 40 for the merits phase, which is only assessed among candidates who pass the first phase.

  • First test (theoretical): a questionnaire of 80 questions —16 from the general syllabus and 64 from the specific syllabus— with a duration of 145 minutes; a minimum score of 15 points out of 30 is required.
  • Second test (practical): resolution of a practical case chosen by lot from four cases proposed by the board, with a maximum of 180 minutes and a minimum of 15 points out of 30.
  • Merit-based phase: assessment of professional experience (up to 15 points), academic education and courses (up to 20 points), and languages (up to 5 points).

The selection board will be made up of a president, a secretary and three members, all career civil servants, with an alternate for each member. In the event of a tie, it will be resolved by the best score in the competitive examination, the greatest experience in similar posts, gender underrepresentation and, finally, by draw.

Appointment, probationary period and temporary staff pool

People who pass the process will be appointed as trainee civil servants for a period not exceeding six months, although those who can prove more than six months of service to the Council in the same subgroup and category are exempted. Upon taking possession of the post, the staff who were temporarily occupying it will be removed.

The process also provides for the creation of a work pool for temporary posts: it will include, in order of score, candidates who have passed the entire process without a post and those who have passed at least the first test of the competitive examination phase.

The call represents a significant employment opportunity for the island of Formentera, which is reinforcing its social services with permanent staff within the framework of the fight against temporary employment promoted by Law 20/2021. Interested parties may consult the full terms and conditions in the BOIB and on the Council’s website, and have one month from publication to file an appeal for reconsideration with the Governing Board.
