Medical remote monitoring packages set by ministerial decree

The Ministry of Health, Families, Autonomy and People with Disabilities published in the Official Journal of the French Republic No. 0215 of September 15, 2026, a decree dated September 14, 2026, setting the flat-rate remuneration amounts for medical remote monitoring activities. The text, referenced NOR SFHS2624275A, determines the technical flat rates paid to the operator or retail distributor who provides the digital medical device for remote monitoring.

The decree falls within the framework of Article L. 162-52 of the Social Security Code and the provisions of sections II and III of Article R. 162-117 of the same code, which organize early digital coverage by health insurance. It specifies the amounts applicable per patient, in euros including all taxes, for each remote monitoring activity listed on the regulatory list.

Monthly flat rates by pathology

The monthly flat-rate amounts vary according to the pathology monitored and the device used:

• Type 1 and 2 Diabetes on insulin: €41.22 per month;
• Gestational diabetes on insulin: €39.58 per month;
• Chronic kidney failure (dialysis, transplant): €40.32 per month;
• Chronic heart failure: €38.87 per month, increased to €71.78 for the Satelia device;
• Localized cancer: €38.34 per month;
• Advanced or metastatic cancer: €56.28 per month;
• Odysight (cancer): €47.89 per month.

Defibrillators and pacemakers

For monitoring devices for defibrillators and pacemakers, the decree distinguishes between two remuneration methods:

• a monthly flat rate of €35.52 for the remote monitoring of a defibrillator or pacemaker;
• a semi-annual flat rate of €213.10 for the same activity.

Implantable cardiac monitoring (ICM) devices — notably Implicity, Merlin.net, Home Monitoring Service Center, CareLink, and Latitude Clarity — are remunerated at €90.60 per month, regardless of the device version.

Entry into force

In accordance with Article 2, the decree takes effect starting from the thirteenth day following its publication in the Official Journal of the French Republic, namely September 28, 2026. It will be published in the Official Journal of the French Republic.

This decree constitutes a key step for the development of e-health in France: by establishing a national and predictable pricing framework, it secures the remuneration of manufacturers and distributors who deploy these remote monitoring devices. For patients suffering from diabetes, heart failure, cancer, or those with defibrillators, it guarantees access—covered by health insurance—to remote medical monitoring, within the context of the healthcare system’s digital transition.
