Flat upgrading polls pass in three Singapore HDB precincts

Flat owners in three Singapore precincts have voted by strong majorities to proceed with Home Improvement Programme (HIP) upgrading works, according to final statements of flat upgrading polls published in the Republic of Singapore Government Gazette on 3 September 2026. The results, certified by the polling officers under Rule 32(5) of the Housing and Development (Polling for Upgrading Works) Rules, were issued under the Housing and Development Act 1959 and cover the Holland Close/Commonwealth Avenue, Tampines Street 45 and Jurong West Street 71 precincts.
The three final statements confirm that every block in each precinct returned a majority in favour of the proposed works, with no rejected votes recorded in any of the polls. The approvals clear the way for the Housing and Development Board to carry out the upgrading programme across the affected estates.
Holland Close / Commonwealth Avenue precinct
The poll for the Holland Close/Commonwealth Avenue precinct (Gazette No. 5129) was held from 29 to 31 August 2026 and covered seven blocks — 3, 3A, 5, 7, 7A, 30 and 30A. Support ranged from 81.33% in Block 7A to 90.53% in Block 3, with the remaining blocks recording between 83% and 85% in favour.

The Tampines Street 45 precinct (Gazette No. 5131) polled from 28 to 30 August 2026 across 18 blocks — 497A through 497J and 498A through 498M. Approval was strongest in Block 497H at 91.95% and Block 497G at 90.22%, while every other block returned between 78.79% and 89.13% in favour.

The Jurong West Street 71 precinct (Gazette No. 5130) also polled from 28 to 30 August 2026, covering ten blocks — 701 through 710. Support was highest in Block 704 at 94.64% and Block 706 at 92.66%, with all other blocks recording between 86% and 92% in favour.

The published results give thousands of HDB flat owners in the three precincts the green light for the Home Improvement Programme, which upgrades essential components of ageing flats. With no rejected votes in any of the polls, the strong majorities mean the upgrading works can now proceed across all affected blocks.
