End of Walloon renovation grants: a deadline reopened until September 2027
Por FactBox Admin

The Walloon Government adopted a decree on September 24, 2026, organizing the end of the Walloon system of grants for audits and energy-saving investments, repealed as of September 30, 2026, while reopening a filing deadline for households already engaged in works. The text, signed by Minister-President A. Dolimont and the Minister of Energy, the Air-Climate Plan, Housing and Airports C. Neven, is published in the Belgian Official Gazette of September 30, 2026, under reference C − 2026/007080 (p. 52412).
The decree amends the Walloon Government decree of March 31, 2025, which repealed, as of September 30, 2026, the decree of April 4, 2019, establishing the “Housing” grant system and the decree of May 12, 2022, organizing renovation aid. A new global system, intended to replace previous systems such as the temporary system, is set to enter into force on October 1, 2026.
A budgetary slippage estimated at several hundred million
The preamble of the text justifies the reform by the following amounts:
- budgetary needs increasing from 54 million euros in 2022 to an estimate of 193 million euros in 2025;
- stock of grant applications submitted and not yet processed estimated at 181 million euros as of December 31, 2024;
- estimated cost of commitments reaching nearly 692 million euros as of June 30, 2026;
- annual deep renovation rate estimated at 1%, while the Long-term Renovation Strategy (SRLT) requires the deep renovation of 99% of single-family homes by 2050, or approximately 3% per year.
What the new text corrects
The decree responds to criticisms from the legislation section of the Council of State (opinion no. 77.495/4 of March 17, 2025) and the First Auditor of the administrative litigation section (reports no. 244.992/VI-23.366, 245.001/VI-23.370 and 245.051/VI-23.375), who were seized of three petitions for annulment against the decree of March 31, 2025. In particular, it removes:
- the requirement for a down payment of at least 20% of the investment amount;
- the obligation to submit a complete application before February 28, 2025;
- the provisions relating to Rénopack, which are referred to a separate normative vehicle.
The text takes effect on February 14, 2025, and received opinion no. 79.977/17 from the Council of State on September 16, 2026.
Deadlines applicable to ongoing files
To benefit from the schemes prior to February 14, 2025, the applicant must attach proof that they actually ordered each investment before this date, via a dated and signed quote or proof of the final order. The deadlines are as follows:
- grant application submitted no later than September 30, 2027;
- works referred to in articles 7/1 to 7/5 of the decree of May 12, 2022, completed and invoiced no later than December 31, 2026;
- monitoring report registered no later than September 30, 2027 (C − 2026/007081);
- measures of the decree of May 12, 2022, extended from July 1, 2026, to October 1, 2027 (C − 2026/007076).
Households falling under the former income category R5, however, lose their eligibility, with the Government citing the concentration of aid on the lowest incomes.
A system supplemented by several related decrees
On the same day, the Moniteur belge published decrees C − 2026/007077 (principle of indivisibility of work packages), C − 2026/007079 and C − 2026/007082 (prioritization of works), as well as decree C − 2026/007096 setting the modalities for reducing the amount of the loan to be repaid for beneficiaries of a Rénopack, effective October 1, 2026.
For Walloon households, the essential factor therefore lies in the proof of order prior to February 14, 2025: without a dated and signed quote or proof of final order, the benefit of the old grant schemes is no longer guaranteed, and files must be submitted before September 30, 2027, the common deadline for the entire transitional regime.
