Figueres obre al·legacions la modificació de l'ordenança d'aigua i residus

The Figueres City Council has initially approved the specific modification of article 8 of the ordinance regulating non-tax public patrimonial benefits for the services of drinking water supply, sewerage, and waste collection. The agreement was adopted by the municipal Plenary in an ordinary session held on October 1, 2026, and is published in the Official Gazette of the Generalitat de Catalunya (DOGC) on October 9, 2026, with the official reference CVE-DOGC-A-26275076-2026. The file is now subject to public information and hearing for 30 business days, so that residents may submit claims or suggestions before the regulation becomes final.

The affected regulation is the ordinance regulating non-tax public patrimonial benefits derived from the provision of drinking water supply, sewerage, and waste collection, waste disposal, treatment, and elimination services in the municipality of Figueres. This is, therefore, the text that sets the fees paid by users for these municipal services, which directly affects citizens’ bills.

The announcement, signed by the Mayor-President Jordi Masquef Creus on October 2, 2026, bears the file number GHIS2026000571 and is published in the Local Administration section, city councils subsection, of the official bulletin.

What is being modified

The specific modification affects five concrete sections of article 8 of the ordinance:

  • Section 1
  • Section 4
  • Section 5
  • Section 7.1
  • Section 8

The agreement is framed within article 22.2.d) and article 49 of Law 7/1985, of April 2, regulating the bases of the local regime; article 178 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Regime Law of Catalonia, and article 63 of Decree 179/1995, of June 13, which approves the Regulation of works, activities, and services of local entities.

30-business-day period and channels of participation

The period for public information and hearing is 30 business days and is counted from the business day following the publication of the announcement. This publicity is carried out through five simultaneous channels:

  • The Official Gazette of the Province of Girona
  • The Official Gazette of the Generalitat de Catalunya
  • One of the daily written media outlets
  • The City Council notice board
  • The municipal website

During this period, the file is available to interested parties, who can consult it by requesting an appointment via the email address rendes@figueres.org or by visiting the third floor of the City Hall, at plaça Ajuntament, 12, Figueres, during public office hours.

Final approval without passing through the Plenary

If no claim or suggestion is presented, the ordinance will be understood as definitively approved without the need for an express plenary agreement. In this case, the Mayor’s Office will order the necessary procedures for the definitive publication and entry into force of the regulation, as well as the editing of a consolidated text that will be published on the municipal website.

The modification comes at a time when the cost of basic municipal services is one of the sensitive points for household economies, and the fact that the article regulating the payments for water, sewerage, and waste is being touched makes the allegations process the last opportunity for the residents of Figueres to influence the final wording before it enters into force.
