Figueres aprova el padró d'aigua i escombraries del tercer trimestre de 2026

The City Council of Figueres has approved the register corresponding to the third sector of the third quarter of 2026 for the rates of drinking water supply, sewerage, and the collection, disposal, treatment, and elimination of household waste and urban solid waste, including the corresponding Value Added Tax (VAT). The decree was issued by the Delegated Department of Economy, Finance, and Heritage, by delegation of the Mayor’s Office, dated October 6, 2026. The edict is published in the Official Gazette of the Province of Girona no. 201, dated October 19, 2026, with the official reference BOP-2026_0_201_8747 (pp. 1-2).

The document is part of file PATR2026000014 and is electronically signed by the mayor-president, Jordi Masquef Creus, on October 7, 2026. The agreement is immediately executive and ends the administrative route, meaning that the periodic collection receipts included in the register are already enforceable through the ordinary municipal collection channels.

Four billed concepts in a single register

The approved register groups the municipal services linked to the water cycle and waste into a single collection document:

  • Rate for the supply of drinking water.
  • Rate for the sewerage service.
  • Rate for the collection and disposal service.
  • Rate for the treatment and elimination of household waste and urban solid waste.

To each of these concepts, the corresponding Value Added Tax (VAT) is added, according to the edict published in the provincial gazette.

Collection calendar: from October to November

The payment deadline is divided according to the taxpayer’s payment method:

  • Non-direct debit receipts: the payment period has been set between the month of October 2026 and the month of November 2026, according to the taxpayer’s calendar, and must be made at the authorized collaborating financial entities determined by said calendar.
  • Direct debit receipts: the charge will be made during the month of November 2026, with the requirements agreed upon in the calendar and with the effects of prior debit notification provided for in article 50.1 of the General Fiscal Ordinance number 1, on management, inspection, and collection.

Once the voluntary payment deadline has expired, debts will be pursued with the surcharges of the executive period established by article 28 of Law 58/2003, of December 17, General Tax Law. The place of payment is the cashier service of the Municipal Citizen Service Office (OMAC), located on the ground floor of Salvador Dalí Avenue, number 107, Figueres (postal code 17600); the City Council recommends checking the current public service hours on the municipal website or by telephone at 0034 972 03 22 00.

One month for the appeal for reversal

The following actions may be filed against the receipts included in the agreement:

  • Appeal for reversal (recurs de reposició), as a prerequisite to contentious-administrative proceedings, before the body that issued the agreement, within a period of one month starting from the day following the end of the public exhibition period. It shall be deemed dismissed by administrative silence if, after one month from the filing, the resolution is not notified.
  • Contentious-administrative appeal before the Contentious-Administrative Court of Girona, within a period of two months from the day following the notification of the express resolution of the appeal for reversal or, if there is none, within six months from the presumed act of dismissal.
  • Any other appeal that the taxpayer deems appropriate.

The public exhibition period is, therefore, the starting point for calculating the challenge deadlines, and the document incorporates a secure verification code (CSV be4e9772-0335-4ea5-86eb-d4a7be08845c) to verify the authenticity of the edict at the municipal electronic validator.

Impact for users

The census affects all third-sector users with direct debit and non-direct debit receipts for the third quarter of 2026, who should keep in mind that payment for non-direct debits is concentrated between October and November and that the direct debit will be charged in November. Anyone wishing to dispute the amount has one month from the end of the public exhibition to file the appeal for reversal, a mandatory previous step before resorting to judicial channels.
