Por FactBox Admin

The Ferrol City Council opens the call for applications under a competitive bidding process for grants for the promotion and fostering of culture aimed at cultural associations and non-profit entities in the municipality, endowed with 48,000 euros for the 2026 financial year. The specific regulatory bases and the call are published in the Official Gazette of the Province of A Coruña number 190, dated October 5, 2026, under announcement number 2026/6336. The text bears the signature of the delegated councilor for Culture, José Antonio Ponte Far, and is dated in Ferrol on September 30, 2026.
These grants fall under Line 3.2 of the Strategic Grant Plan of the Ferrol City Council for the period 2024-2026, destined for non-profit entities in the municipality for the promotion and fostering of Culture in open competition. The strategic objective is to promote non-profit social initiative and strengthen the cultural associative fabric, decentralizing programming so that the entities themselves act as programmers.
The regulatory framework includes Law 38/2003, of November 17, General Law on Grants and its regulation (Royal Decree 887/2006), Law 9/2007, of June 13, on Grants of Galicia, Law 7/1985, of April 2, Regulating the Bases of Local Regime, Law 5/1997, of July 22, on Local Administration of Galicia, and the General Grant Ordinance of the Ferrol City Council (BOP no. 200 of 10/21/2019). The competent body to grant the subsidies is the delegated councilor for Culture, by agreement of the Local Government Board of December 11, 2023 (BOP no. 241 of 12/20/2023).
48,000 euros and up to 6,000 per entity
The total available credit is 48,000 euros, charged to the budgetary application 05101-3341-48000 “Promotion and fostering of Culture” of the 2026 municipal budgets. The amount of the grant is limited to 6,000 euros per entity and to a maximum of 80% of the expenditure budget presented for each activity.
The amount of each grant is determined by dividing the global amount of the call by the sum of points of all applications and multiplying the result by the points obtained by each entity. If the calculated amount exceeds the requested amount, the requested amount is granted.
Who can apply and how
All legally constituted cultural associations and non-profit entities that promote culture with a scope of action within the municipal district of Ferrol may apply. Among the requirements, the following are demanded:
- Have the registered office within the municipal district of Ferrol.
- Be up to date with state, regional, and local tax obligations and with Social Security, by means of a responsible declaration.
- Not incur the prohibitions of article 13 of Law 38/2003 nor have been sanctioned by a final resolution with the loss of subsidies.
- Have justified the subsidies previously granted by the Ferrol City Council.
- Use the Galician language in advertising, programs, and activities, and non-sexist language.
Applications must be submitted electronically via the Electronic Office of the Ferrol City Council (https://www.ferrol.gal/Sede), using the standardized forms, and the deadline is 10 business days from the day following the publication of the call summary in the BOP.
Evaluation, deadlines, and justification
The evaluation is the responsibility of the Evaluation Commission, chaired by the delegated councillor for Culture and composed of one representative from each municipal group, the head of the Culture department as secretary, and a Culture technician as advisor. The criteria weight the interest of the project (40 points), the timing and duration (24), the capacity for self-management (20), collaboration with other entities (10), the use of Galician (10), the number of activities (5), the seniority of the entity (5), and the number of members (5).
The maximum period for resolution is 9 months from the publication of the call in the BOP, with negative administrative silence. The activities are to be executed between January 1 and December 31, 2026, and the justification ends on January 31, 2027. Advance payments of 50% may be requested after the granting agreement and the remaining 50% after justification.
The call provides a stable financing channel for the associative and cultural movement of Ferrol, which will be able to program activities throughout 2026 with municipal support. Interested entities must prepare the documentation and submit it to the electronic office within the ten business day period, as submission after the deadline is cause for exclusion.
