Fermoselle finances the renovation of the water treatment plant with 59,974.71 euros
Por FactBox Admin

The Fermoselle City Council has definitively approved credit modification file no. 02/2026, in the form of extraordinary credits, to finance the renovation and adaptation of the municipality’s drinking water treatment plant (ETAP) and to address extraordinary treatment due to rainfall. The Plenary agreement was adopted on September 25, 2026, and the announcement is published in the Official Gazette of the Province of Zamora no. 126, dated October 26, 2026, in section III (Local Administration), with official reference R-202602481. The total amount of the extraordinary credit amounts to 59,974.71 euros.
Context: a now definitive file
The publication occurs once the public information process has concluded without any allegations being presented, meaning the modification is definitively approved. The announcement is disseminated for the purposes of article 169.1, by reference to 179.4, of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
The document is electronically signed by the mayor in Fermoselle on October 23, 2026, and consists of two pages within the provincial gazette, corresponding to number 126 of the 2026 fiscal year.
Destination of the expenditure: adapting the ETAP
The modification creates a single expenditure application, with the following detail:
- Application 61 619.00: “Renovation (adaptation) ETAP Fermoselle. Extraordinary treatment due to rainfall.”
- Initial credits: 0.00 euros.
- Extraordinary credit: 59,974.71 euros.
- Final credits: 59,974.71 euros.
- Total modification: 59,974.71 euros.
This is, therefore, an entirely new investment in the current budget, as the application had no prior allocation.
How it is financed: provincial councils, companies, and a credit reduction
The file is financed through contributions and firm commitments formalized via collaboration agreements, along with the reduction (decrease) of credits from other applications. The new projected revenues are:
- Application 4 461 00 “From Provincial Councils, Councils or Cabildos”: 35,977.41 euros of current modification.
- Application 4 470 00 “From Private Companies”: 20,000.00 euros of current modification.
- Total new revenues: 55,977.41 euros.
To this figure are added the reductions in revenue, which affect a single item:
- Application 161 221.99 “Domestic Supply. Drinking water others”: reduction of 3,997.30 euros, moving from 30,000.00 to 26,002.70 euros.
The sum of the new revenues and the credit reduction matches exactly the 59,974.71 euros of authorized expenditure.
Publication, effects, and appeal
The agreement is published for general knowledge, and a contentious-administrative appeal may be filed against it before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León, based in Valladolid, within a period of two months starting from the day following the publication of the announcement, in accordance with Article 171 of the Recast Text of the Law Regulating Local Treasuries and Article 46 of Law 29/1998, of July 13, regulating contentious-administrative jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the contested act.
Relevance for the municipality
The operation provides nearly 60,000 euros to a critical infrastructure for the drinking water supply of Fermoselle, the treatment plant which must also adapt and respond to extraordinary rainfall events. The fact that the financing depends on agreements with provincial councils and contributions from private companies, and that a portion is covered by cutting another domestic supply budget line, underscores the narrowness of the municipal budgetary margin to undertake this type of sanitary investments.
