Por FactBox Admin

The Regional Ministry of Family, Youth and Social Affairs of the Community of Madrid has increased by 20,229,818.10 euros the credit for the 2026 call for grants for programs of general interest considered to be of social interest, which rises from 37,558,803 to 57,788,621.10 euros. The decision is formalized through Order 3354/2026, of October 15, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 250, of October 20, 2026, pages 357 to 360 (reference BOCM-20261020-23). The regulation takes effect from the day following its publication.
The affected call is Order 1255/2026, of May 8, published in the BOCM number 131, of June 4, 2026, which established in its thirty-ninth provision a maximum credit of 37,558,803 euros. Of that amount, 30,908,803 euros corresponded to the credit expected to be transferred by the State charged to the 0.7 per 100 of the yield of the Personal Income Tax and the Corporate Tax, 6,400,000 euros came from the Community of Madrid’s own budget, and 250,000 euros were allocated to the co-financing of the Plan Corresponsables.
The regulatory framework consists of the bases approved by Order 2177/2024, of July 1 (BOCM number 160, of July 6, 2024), modified by Order 1999/2025, of July 2 (BOCM number 162, of July 9, 2025). The expansion is supported by article 58 of Royal Decree 887/2006, of July 21, and by the justifying report approved on October 5, 2026, by the Director General of Social Services and Integration.
The state distribution, origin of the increase
The effectiveness of the additional amount was conditional on the declaration of availability of the credit and the prior approval of the corresponding budgetary modification. The trigger was the agreement of the Council of Ministers on September 1, 2026, which authorized the proposal for territorial distribution among the autonomous communities—except the Basque Country and Navarre—and the cities of Ceuta and Melilla of the 0.7 per 100 credit for 2026. As a result, the amount assigned to the Community of Madrid increased by 4,825,334.81 euros compared to 2025.
In parallel, the Sectoral Conference on Equality approved on May 6, 2026, the distribution criteria for the Plan Corresponsables, with an allocation of 3,000,000 euros for this call. To this are added 2,314,051.80 euros of own credit for programs of social interest and 500,000 euros for the co-financing of the plan.
From 37.5 to 57.8 million: the new distribution by lines
The order increases the credit by 16,729,818.10 euros attributed to budgetary application 48099 and by 3,500,000 euros to 48200, both from program 232E. The maximum credits per line are thus:
- Line A. Women’s Care: 1,803,534.50 euros (gender-based violence and trafficking: 1,109,213.37; equality and feminization of poverty: 694,321.13).
- Line B. Comprehensive care for people in situations of vulnerability: 17,622,407.88 euros (emergency and social inclusion: 6,900,000; homeless people: 3,032,638.22; food and soup kitchens: 7,689,769.66).
- Line C. Childhood and Family: 8,649,794.06 euros (comprehensive care for families and childhood: 4,469,087.76; education, health, and children’s rights: 2,955,857.10; youth: 1,224,849.20).
- Line D. People with disabilities: 7,589,352.22 euros.
- Line E. Elderly people: 3,878,733.69 euros.
- Line F. Promotion of voluntary action: 1,270,181 euros.
- Line G. Social integration of vulnerable groups: 7,637,699.75 euros (immigrants and asylum seekers: 5,091,788.83; addictions and HIV-AIDS: 1,421,871.48; Roma people: 518,456; Cañada Real and shanty settlements: 605,583.44).
- Line H. Co-responsibility Plan: 3,750,000 euros.
- Line I. Care for LGBTI people: 717,918 euros.
Investment projects maintain their amounts: 786,654.54 euros in line B, 2,000,000 in D, and 2,082,345.46 in E.
100% Advance and Appeal Process
The payment of grants will be made by means of an advance payment of 100 percent of the granted amount, prior to justification and without the requirement to establish guarantees, in accordance with Article 10.1 of Law 2/1995, of March 8, on Grants of the Community of Madrid. Against the order, which ends the administrative process, an optional appeal for reversal may be filed before the regional minister within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Madrid within two months. The order is signed by the regional minister Ana Dávila-Ponce de León Municio.
The increase comes when the call for applications had already been resolved in its processing and provides leeway for third-sector entities that attend to social emergencies, homeless people, childhood, and families: line B concentrates nearly one-third of the total credit and line C exceeds 8.6 million. The full advance reinforces the liquidity of entities that finance their activity before justifying it.
