Extremadura adheres to the telepresence agreement for students with cancer

The Department of Education and Vocational Training of the Regional Government of Extremadura has formalized its adherence to the Framework Agreement for the transfer of use of AV1 telepresence devices signed between the STEM with ZOE Foundation and the Spanish Federation of Families of Childhood Cancer (FEFCI). The document was signed on September 4, 2026, in Mérida, and the Official Gazette of Extremadura publishes it this Thursday, September 17, in issue number 180, via a resolution from the General Secretariat (reference 2026062338). The objective is for minors with cancer undergoing treatment to be able to follow classes from home or the hospital without losing the bond with their educational center.

The text is based on Article 19 of Decree 154/2025, of November 18, which regulates conventional activity and the General Registry of Agreements of the Administration of the Autonomous Community of Extremadura. The resolution bears the signature of the Secretary General, David González Gil, and publicizes Annex IV of the agreement, signed by the three parties involved.

A project to maintain the school bond

The STEM with ZOE Foundation has acquired, within the framework of Project Zoe, AV1 telepresence robots developed by the company No Isolation, in order to facilitate educational continuity and the school and social bond of children and adolescents with cancer who cannot temporarily attend their educational center.

The Framework Agreement covering the initiative was signed on March 3, 2026, between the Foundation and FEFCI, and regulates the management and transfer of the devices to educational centers. The coordinating mediation corresponds to FEFCI and its association in Extremadura, the Extremadura Oncology Association (AOEX).

The Department considers Project Zoe an initiative aligned with the principles of educational inclusion and attention to diversity, and its adherence seeks to facilitate the deployment in centers within its territorial scope.

Prior approval, an inescapable requirement

The parties recognize that the effective implementation of the AV1 device in any Extremaduran educational center requires, as a prior and inescapable condition, the acceptance and conformity of the Department or the corresponding territorial educational delegation. No device may be activated or used without this express approval, which may be granted individually for each center or through a general authorization of a territorial nature.

FEFCI and AOEX must ensure compliance with this requirement during the application process and certify to the Foundation that approval has been obtained before delivering the device to the center.

Adhesion does not make the Department a assignee, bailee, or user of the devices: that status remains exclusively with the educational centers that have adhered in accordance with Annex I of the Framework Agreement.

Commitments of the parties and data protection

The Department assumes a series of obligations within the framework of the project:

• Designate a reference person or contact unit for operational coordination with the FEFCI and the Foundation.
• Communicate in advance any regional instruction, circular, or regulation affecting the use of telepresence devices in the centers.
• Promote that the centers inform parents or legal representatives about the data processing derived from the project, in accordance with articles 13 and 14 of Regulation (EU) 2016/679.

For its part, the Foundation and the FEFCI shall previously inform the Department of each new assignment in its territory, providing data such as the educational center, the intended type of use, and the estimated duration. The Foundation will provide technical and informative information about the AV1 device and training materials for the teaching teams, and the FEFCI will keep the registry of adhered centers updated.

Data processing shall comply with the General Data Protection Regulation (EU) 2016/679, with limitation of purposes and security measures in accordance with article 32 thereof.

Validity and legal regime

Annex IV enters into force on the date of its signature and shall remain in effect as long as the Framework Agreement is in effect, unless expressly terminated by any of the parties with a minimum notice of thirty days. Termination shall not affect the use of devices already initiated in the Extremaduran centers, which will continue to be governed by the Framework Agreement until their ordinary completion.

The document is signed by David Moreno Fernández, president of the STEM with ZOE Foundation; Verónica Ortiz Díaz, president of the FEFCI, and Sandra Victoria Valencia Ramos, Regional Minister of Education and Vocational Training. The agreement is governed by Spanish legislation and the parties submit to the courts and tribunals of Extremadura.

The publication of this adhesion opens the administrative path for Extremaduran educational centers to incorporate telepresence robots into the classroom, a measure with a direct impact on families facing childhood oncological treatment and on the academic continuity of the affected minors.
