Extremadura revokes grants for young farmers for failing to justify investments

The Regional Ministry of Agriculture, Livestock and Natural Environment of the Junta de Extremadura has made public the lists of holders affected by resolutions of revocation, initiation of hearing proceedings, and withdrawal of grants for the establishment and modernization of agricultural holdings for young farmers. The four announcements, dated September 16, 2026, are published in the Official Gazette of Extremadura (DOE) number 185, of September 24, 2026, and affect a total of 19 holders of files processed under Decree 169/2024, of December 30.

Decree 169/2024, of December 30 (published in DOE number 13, of January 21, 2025) establishes the regulatory bases and application rules for the grant scheme for the establishment of young farmers and for investments in the modernization and/or improvement of agricultural holdings, and launches the first call for both lines. Its Article 24 allows for the substitution of individual notification with the publication of an announcement in the DOE, while Article 32.5 stipulates that the failure to submit justification within the deadline, or insufficient justification, “will lead to the revocation of the granting resolution.” The resolutions correspond to the General Directorate of Common Agricultural Policy and the announcements are signed in Mérida by the Head of the Structural Aid Service, Antonio Jesús Pi Pérez.

Already resolved revocations

Announcement reference 2026081553 publishes the list of holders with a resolution of revocation of the grant for the establishment of young farmers. Three people are affected:

• Ángel Caballero Baños
• Francisco García Romero

Announcement 2026081556, for its part, contains six resolutions of revocation of the grant for investments in the modernization and/or improvement of agricultural holdings:

• María Milagros Lavado Pulido
• Juan José Cangas Becerra
• Antonio González Espinosa
• María de los Ángeles Vázquez Ríos
• Ángel Benítez Pozo
• Manuel Sánchez Jiménez

In both cases, it is indicated that the mandatory procedures have already been carried out, including the hearing for the interested parties.

Hearing prior to revocation

Announcement 2026081555 communicates the agreement to initiate the revocation procedure and the opening of a hearing process for five holders of the modernization line, as the deadlines have passed without the corresponding payment applications being submitted:

Article 32.1 of the decree requires the payment request to be submitted within 15 days following the expiration of the deadlines, and Article 32.5 grants a non-extendable requirement of ten business days before agreeing to the revocation.

Withdrawals of application

The fourth announcement, reference 2026081557, publishes the list of holders who are notified of the resolution to withdraw their application for modernization aid, adopted after the prior study, verification, and assessment of the application. It affects:

Deadlines and means of appeal

• Against revocation resolutions, which exhaust administrative remedies, an optional appeal for reversal may be filed before the Director General of Community Agricultural Policy within one month.
• A contentious-administrative appeal may also be filed before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura within two months.
• Against the withdrawal resolution, which does not exhaust administrative remedies, an administrative appeal may be filed within one month before the head of the Ministry of Agriculture, Livestock and Natural Environment or the Directorate General of Community Agricultural Policy.
• Interested parties may access their individual notification through the LABOREO platform and submit their documents via the ARADO platform.

The publication leaves in limbo the subsidy for 19 young Extremaduran farmers who had opted to establish or modernize their holdings with public support, and confirms that the failure to justify payments results in the effective loss of the aid. For the sector, the announcement is a reminder that strict compliance with the justification deadlines before the Directorate General of Community Agricultural Policy is an indispensable condition for retaining subsidies that are key to the generational renewal of the Extremaduran countryside.
