The Counselor of Finance, Public Administration, and Social Dialogue, Elena Manzano Silva, has ordered the publication of the updated rates for taxes and public prices of the Autonomous Community of Extremadura in effect during the 2026 fiscal year. The Resolution of September 23, 2026 (reference 2026062437) appears in the Official Gazette of Extremadura number 189, dated September 30, 2026. The amounts do not vary from the previous year, but the regulation incorporates bonuses of 50% and 100% on certain taxes and public prices.
The framework: budgets without increases and tax benefits
The resolution is issued under article 5.3 of Law 18/2001, of December 14, on Taxes and Public Prices of the Autonomous Community of Extremadura, which allows budget laws to establish generic updates. Law 2/2026, of August 3, on the General Budgets of the Autonomous Community of Extremadura for the year 2026 (DOE no. 149, of August 4, 2026) does not modify any rates, but in its first additional provision and its first final provision, it introduces bonuses of 50 percent and 100 percent. Its seventh final provision sets the entry into force effective January 1, 2026, for the first additional provision and sections eight and ten of the first final provision. The text itself justifies the publication for “reasons of transparency and publicity.”
Twenty annexes: ten for taxes and ten for public prices
The first resolution orders the own taxes in ten annexes by department: Finance, Public Administration, and Social Dialogue (I); Health and Dependency Care (II); Agriculture, Livestock, and Natural Environment (III); Education and Vocational Training (IV); Economy, Employment, and Digital Transformation (V); Culture, Tourism, and Sports (VI); Infrastructure, Transport, and Housing (VII); Vice Presidency and Department of Presidency, Coordination of Government Action, Interior, and Emergencies (VIII); Industry, Energy, Science, and Territory (IX); and the taxes common to all departments (X).
The second resolution does the same with public prices, in annexes XI to XX, which range from Health and Dependency Care to the prices of other public entities, including Deregulation, Social Services, and Family.
100% Bonuses: zero-cost procedures
Several rates are set at 0.00 euros due to the application of the total bonus:
- Fee for the direction and certification of works, with a tax rate of 0% and a 100% discount.
- Fee for the provision of administrative services: certificates, certified copies, reports, copies, and digitizations are listed at 0.00 euros.
- Type A and Type B hunting licenses and fishing licenses.
- Authorization for the declaration of hunting grounds with a hunting prohibition.
- Livestock guides and the declaration and recording of censuses, within the fee for veterinary professional services.
- Approved B1 level English tests for students in the fourth year of ESO (compulsory secondary education) or the final year of an intermediate vocational training cycle in a bilingual project.
50% Discounts and Other Benefits
- Fee for the provision of veterinary professional services: 50% as a general rule.
- Home slaughtering: 1.24 euros per slaughtered pig, with a 50% discount.
- Technical inspections for heavy, agricultural, and professional vehicles: 50%.
- Subsidized transport card for those over 60 years old: 50%.
- Issuance of academic, teaching, and professional degrees and diplomas: 50%.
- Participation in official tests for the professional certificate: 50%.
- Private use of the public domain of livestock routes and road transport planning: 50%.
- In special regime education, students from large families of the general category receive a 50% discount, and those of the special category are exempt; those who prove a disability of 33% or higher, victims of terrorism, and victims of gender-based violence are also exempt.
- Local Hunting Societies enjoy discounts of 70% on simplified technical plans, 50% on hunting actions, and 20% on prior notifications.
Exemptions for Startup Companies
Article 3 of Law 8/2019, of April 5, for a more agile Administration in the Autonomous Community of Extremadura is reproduced in numerous annexes: taxpayers who start or expand their business or professional activity in Extremadura during the first two years are exempt from payment, and in the third year, they may apply a discount of 50% or 25%. The measure applies, among others, to fees for integrated environmental authorization, environmental impact reports, greenhouse gas emissions, registration of electrical installations, registration of industrial establishments, forestry services, seeds and nurseries, organic production, broadcasting and audiovisual communication, convenience stores, and road transport. The taxpayer must provide a responsible declaration with the start or expansion date, verifiable through the census declaration before the State Tax Administration Agency.
The publication provides legal certainty to citizens and companies processing regional services: it establishes in writing the cost of each procedure and which groups are exempt or eligible for discounts, avoiding doubts in the self-assessment of fees and in the collection of public prices throughout the fiscal year.
