Extremadura establishes the waiting lists for interim secretaries and auditors

Extremadura constituye las listas de espera de secretarios e interventores interinos

The General Directorate of Local Administration of the Junta de Extremadura has established the waiting lists for the temporary provision, via interim appointment, of positions reserved for the Secretariat Subscale, Entry category, and the Audit-Treasury Subscale, Entry category, of the Scale of Local Administration officials with national qualification. The decision is formalized in the Resolution of October 8, 2026, published in the Official Gazette of Extremadura (DOE) No. 201, of October 19, 2026, in section II, Authorities and Personnel (reference 2026062587). This text replaces the lists that were previously in effect, approved by the resolution of January 7, 2026.

Two lists to fill vacancies in small municipalities

The first section of the resolution establishes the waiting list for Secretariat, Entry category, with the list of applicants sent by the Ministry for Digital Transformation and Civil Service, specifying the zones chosen by each candidate for the purposes of their call-up. The second section does the same for the Audit-Treasury, Entry category list, in this case with the list sent—according to the published text—by the Ministry of Territorial Policy and Civil Service.

The establishment of both lists responds to a need declared in the file itself: in Extremadura, there was no regional waiting list for these two subscales and categories, which made it difficult to fulfill the public and necessary functions in municipalities that have their Secretariat and Audit positions classified as second class. The Ministry for Digital Transformation and Civil Service sent the list of candidates who had passed some of the selective tests and who requested their inclusion in the Extremaduran list on December 12, 2025. Subsequently, the General Directorate notified all applicants regarding the choice of zones.

A tiered regulatory framework

The regional competence to grant interim appointments to officials with national qualification derives from article 92.bis.7 of Law 7/1985, of April 2, regulating the Bases of the Local Regime. In development of that provision, Royal Decree 128/2018, of March 16, establishes in its article 53 the preference for applicants who have passed any exercise of the tests convened by the General State Administration, and Order TPF/297/2019, of March 7, organizes the transmission of candidate lists from the National Institute of Public Administration to the autonomous communities.

In the Extremaduran region, the reference regulation is Decree 107/2024, of September 3, which regulates the selection and appointment procedure for interim civil service personnel for positions reserved for nationally qualified personnel. Management is the responsibility of the General Directorate of Local Administration, integrated into the Vice Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies pursuant to Decree 18/2026, of April 30, and competence is delegated to its head by the Resolution of May 7, 2026 (DOE no. 87, of May 8). The document is signed by the director general, Ana María Cancho Bermejo.

Publication, validity, and means of appeal

The lists, which establish the order of precedence and the selected territorial zones, are published alongside the resolution in the Local Administration area of the Junta de Extremadura Portal (juntaex.es/temas/administracion-publica/entidades-locales/funcionarios-con-habilitacion). Once published, the lists approved by the resolution of the General Directorate of Local Administration of January 7, 2026 (DOE no. 9, of January 15) cease to be valid.

Against the resolution, which exhausts administrative remedies, the following may be filed:

  • An optional appeal for reversal (recurso potestativo de reposición) before the same body, within one month from the day following its publication.
  • A contentious-administrative appeal before the corresponding Contentious-Administrative Section of the Court of First Instance, within two months.

The immediate precedent is the resolution of September 3, 2026 (DOE no. 177, of September 14), which incorporated candidates into the Secretariat-Intervention list following the ministerial referral of August 10, 2026, derived from Order TDF/569/2025, of June 2.

The establishment of these lists is decisive for smaller Extremaduran town halls, which depend on qualified interim personnel to sign secretariat and intervention acts when the position is vacant or the holder is absent. Without a regional list ordered by precedence and zones, those councils were exposed to delays in the coverage of essential services such as expenditure auditing, budget preparation, or administrative public certification.
