Extremadura grants UGT 300,000 euros to promote training for employed persons

The General Secretariat for Employment of the Regional Government of Extremadura has granted a direct subsidy of 300,000 euros to the trade union organization General Workers’ Union of Extremadura (UGT de Extremadura) to finance the design, programming, dissemination, and evaluation of the training offer aimed at employed workers in the Autonomous Community during the 2026 fiscal year. The grant is formalized through the Resolution of July 22, 2026, published in the Official Gazette of Extremadura (DOE) number 170, of September 2, 2026, with official reference 2026062218.

The aid is granted under a direct award regime and on a singular basis, without a prior public call, under article 22.4.c) of Law 6/2011, of March 23, on Subsidies of the Autonomous Community of Extremadura, which reserves this route for cases where reasons of public, social, or economic interest exist that hinder competitive bidding. The application was submitted on March 10, 2026, by Mr. Salvador Vallejo Ramos and Mr. Alberto Barras Gallego, acting in joint representation of the trade union organization, with NIF G06208136.

Purpose and funded activities

The purpose of the subsidy is to finance the execution of design, evaluation, and dissemination activities for the training offer for employed workers, within the competency framework of the Extremadura Public Employment Service (SEXPE). The budget is broken down into three actions:

  • Action 1: dissemination campaign for the employment training system for employed workers, with a cost of 239,405.27 euros.
  • Action 2: preparation of didactic material for the dissemination of the training offer, with a cost of 10,000.00 euros.
  • Action 3: preparation of sectoral reports on training needs and analysis of future professional profiles, with a cost of 50,594.73 euros.

The total for the activities amounts to 300,000.00 euros, financed through the budgetary application 140130000 G/242B/48000 CAG0000001 and the expenditure project 20120141 “Complementary aids for training”, using the Autonomous Community’s own resources.

Justification for the direct award

The resolution invokes the role of economic and social agents as public management instruments in the execution of economic and social policies, as recognized in the Spanish Constitution and the Statute of Autonomy of Extremadura. It is supported by Law 30/2015, of September 9, which regulates the vocational training system for employment and grants a leading role to the most representative trade union and business organizations in the design, planning, and evaluation of the training offer, especially that aimed at employed workers.

Along with CCOO de Extremadura and CREEX, UGT de Extremadura holds the status of the most representative organization in the region, making it the natural interlocutor for the Regional Ministry of Economy, Employment and Digital Transformation to implement the strategic framework for vocational training for employment. The execution period for the actions spans from January 1 to December 31, 2026.

Payment and justification

Payment is structured in two installments: an initial advance payment of 75% of the grant, once the award has been notified and accepted, and a second payment of 25% on account, following the justification of at least 75% of the actions. The entity must submit an intermediate justification account before December 1, 2026, and a final justification account before April 1, 2027. The full effectiveness of the award is subject to express acceptance by UGT de Extremadura within fifteen days of notification.

The resolution reinforces the commitment of the Junta de Extremadura to social dialogue as a tool to improve the skill levels of workers and, thereby, boost the competitiveness and productivity of Extremaduran companies, in line with the Employment and Business Competitiveness Strategy 2020-2025 and the Master Plan for Active Employment Policies 2024-2027.
