Extremadura expands the loan for down payments on protected housing
Por FactBox Admin

The Department of Infrastructure, Transport and Housing of the Junta de Extremadura has increased the credit for the second call for direct grants for the down payment on new protected housing, corresponding to the 2025-2026 annualities, from 1,372,000 to 2,232,000 euros. The decision is published in the Official Gazette of Extremadura (DOE) number 203, dated October 21, 2026, through the modification of the summary and announcement of credit increase with official reference 2026062614. The increase of 860,000 euros is justified because the existing credit “is insufficient to meet all the applications submitted to date.”
The framework for the measure is Decree 111/2024, of September 3, published in DOE number 192, of October 2, 2024, which approves the regulatory bases for the subsidies of the Self-Promoted Protected Housing Program, the Direct Down Payment Aid Program, and the New Construction Protected Housing Developer Aid Program. Based on those bases, the Resolution of October 15, 2025, of the General Secretariat, launched the second call for the direct down payment aid program, the summary of which was published in DOE number 212, of November 4, 2025, in accordance with articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies. The call is listed in the National Subsidies Database with the identifier 865164.
Article 39.4 of Law 6/2011, of March 23, on Subsidies of the Autonomous Community of Extremadura, requires that any credit increase be published in the DOE via an announcement from the competent body, detailing the total credits distributed by projects and budgetary applications. The announcement was signed in Mérida on October 14, 2026, by the general secretary, Laura Castell Vivas.
The new distribution: 1,632,000 euros in 2026 and 600,000 in 2027
Until now, the ninth resolution of the call allocated a maximum of 1,372,000 euros to this line: 300,000 euros allocated to the 2025 financial year and 1,072,000 euros to the 2026 financial year. With the modification, the maximum amount increases to 2,232,000 euros, distributed as 1,632,000 euros for the 2026 financial year and 600,000 euros for the 2027 financial year.
The funding remains charged to budgetary application 160020000 G/261A/78000, fund CAG0000001, and expenditure project 20240536 of the General Budgets of the Autonomous Community of Extremadura. Therefore, the change not only raises the global amount: it also shifts the budgetary effort from the 2025 annuality to 2027.
Amounts per aid line
The individual amount of the subsidies is not altered by the expansion and remains fixed as follows:
- General line, for actions under article 23.a) of Decree 111/2024: 3,000 euros.
- General line, for actions under article 23.b) of the same decree: 6,000 euros when the IFP exceeds 2.5 IPREM and 9,000 euros when the IFP is equal to 2.5 IPREM.
- Specific preferential protection lines under article 25 of Decree 111/2024: 1,000 additional euros.
Applications already submitted and subsequent calls
The extension is intended to address applications submitted to date, but the announcement itself clarifies that it does not prevent homes acquired or awarded subsequently from accessing the program grants that are the subject of the next call.
The text also maintains the closing mechanism: the granting of subsidies is limited by the global amount of the budget credit, without prejudice to new increases in accordance with Law 6/2011 based on budget availability. If the credit is exhausted and the corresponding modifications are not approved, the validity period of the call will be declared closed by an announcement from the head of the General Secretariat, which will be published in the DOE and on the Grants Portal of the Autonomous Community, with the consequent inadmissibility of applications submitted thereafter.
The measure clears the uncertainty for buyers of new protected housing who have already applied for the grant and are awaiting a resolution, and provides leeway for the program’s developers for ongoing promotions. The fact that the credit fell short before the call closed confirms the demand pressure on this regional program and anticipates that the next call will again be decisive for access to protected housing in Extremadura.
