Extremadura opens public hearing for the decree on aid for sexual victims
Por FactBox Admin

The Junta de Extremadura has opened the hearing and public information process for the draft Decree that will establish the procedure for granting and paying financial aid to victims of sexual violence. The decision was signed by the General Secretariat of the Vice Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies via a resolution dated September 28, 2026, published in the Official Gazette of Extremadura (no. 191, October 2, 2026) under reference 2026062471. The period for submitting allegations is seven business days from the day following said publication.
The framework: a state benefit without regional development
The project does not create a new financial benefit: its purpose is to establish the administrative procedure necessary to manage, grant, and pay within the autonomous community the aid provided for in Article 41 of Organic Law 10/2022, of September 6, on the comprehensive guarantee of sexual freedom, developed by Royal Decree 664/2024, of July 9.
According to the resolution, the absence of specific regional regulation currently prevents the full effectiveness of this right in Extremadura and hinders potential beneficiaries’ access to a benefit intended to promote their comprehensive recovery and their personal and economic autonomy. The aid is financed by the General State Budgets.
The process is based on Article 66.3 of Law 1/2002, of February 28, of the Government and Administration of the Autonomous Community of Extremadura, and Article 133 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
Abbreviated process for reasons of public interest
The Junta de Extremadura justifies the reduction of the ordinary public information periods based on reasons of public interest linked to the protection and comprehensive care of victims. The use of the abbreviated process is supported by the prior submission of the text for consultation and suggestions regulated in Article 133 of Law 39/2015 and Articles 7 and 40 of Law 4/2013, of May 21, on Open Government of Extremadura.
Added to this is the need to expedite the processing so that victims can access the aid in the shortest possible time and to guarantee the effectiveness of a benefit financed with state funds, ensuring the correct execution of the resources allocated for this purpose.
How and where to submit allegations
- Deadline: seven business days from the day following the publication of the resolution in the Diario Oficial de Extremadura.
- Who may appeal: any natural or legal person.
- Electronic means: email sg.ic@juntaex.es.
- In-person consultation: from 10:00 to 14:00 hours at the Secretaría General de Igualdad y Conciliación, Paseo de Roma s/n, Module E, third floor, Mérida (Badajoz).
- Online consultation: Portal de Transparencia de la Junta de Extremadura (https://www.juntaex.es/transparencia).
The resolution is signed by the Secretary General of the Vice Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies, David González Gil, in Mérida on September 28, 2026.
The opening of this procedure is the last opportunity for associations and citizens to influence the text before its final approval. The content determines whether victims of sexual violence in Extremadura can receive, without delay, aid already recognized by state law; therefore, the seven-business-day deadline sets the pace for a benefit aimed at an especially vulnerable group.
